Role Summary
The Project Controls Lead provides overall leadership for cost, schedule, progress measurement, forecasting, and change management across multiple concurrent projects. This role ensures disciplined project controls execution, contractor oversight, and capital efficiency.
Key Responsibilities
- Lead overall project cost, schedule, progress, and change management
Develop and maintain:
- Project Controls Plan
- Management of Change (MOC) Plan
- CBS, OCB, CCB, budgets, and master schedules
- Perform cost forecasting, budgeting, and variance analysis
- Lead monthly cost and schedule stewardship reviews
- Coordinate estimating, planning, and cost control activities
- Interface with Finance/Controllers on:
- AFEs
- Budgets
- Invoices and Work-In-Place
- Administer the Management of Change process
Support:
- Gate reviews
- Advance Commitment / Full Funding reviews
- Estimate Confidence Packages
Review and endorse contractor:
- Cost and schedule baselines
- Progress reporting
- Change proposals
- Identify risks, opportunities, and recovery actions
- Perform QA of contractor project controls performance
- Manage and mentor project controls staff
- Drive capital efficiency and continuous improvement
PCL Skills & Qualifications
- BS in Engineering / Engineering Technology / Construction Management
- Strong experience in cost & schedule control
- Supervisory experience required
- Strong Excel and PowerPoint skills
- Analytical, influencing, and mentoring capabilities
- Ability to manage multiple projects simultaneously
- Strong communication and stakeholder engagement skills
