Brown Federal Services is seeking a Proposal Development Coordinator and Estimating Lead to support the DOE Office of Site Management Support contract. This role is responsible for leading proposal development activities, coordinating multi discipline inputs, and developing compliant cost estimates and pricing packages for work at the Portsmouth and Paducah sites. The position supports proposal schedules, compliance reviews, labor rate development, basis of estimates, and cost narrative preparation. Additional responsibilities include supporting pricing strategies, assisting with staffing plans, and improving internal proposal processes and templates.
Key duties include managing proposal outlines, compliance matrices, deliverable tracking, color team reviews, kickoff meetings, and coordination with technical leads, project controls, HR, contracts, and subcontractors. The role will also prepare detailed cost estimates for labor, subcontractors, materials, and indirect costs, and support DOE evaluation responses and pricing reviews across multiple task orders.
Qualifications:Required:
• Bachelor’s degree in Business, Engineering, Construction Management, Finance, or related field
• Five to seven years of experience in proposal development, estimating, or pricing for government contracts
• Experience supporting DOE, D and D, or environmental cleanup programs
• Strong understanding of labor driven service contracts and staff augmentation models
• Ability to develop compliant cost estimates, labor rates, and basis of estimate documentation
• Strong proficiency in Microsoft Excel and Microsoft Office applications
• Strong communication and organizational skills
• Ability to manage multiple deadlines in a fast paced environment
Preferred:
• Experience supporting PORTS, Paducah, or other DOE cleanup sites
• Familiarity with OSMS or similar DOE support contracts
• Knowledge of FAR and DEAR cost principles and government cost structures
• Experience coordinating with large business teaming partners
• Experience with estimating tools, cost models, or cost databases
