The Lead Operations Specialist B plans, develops, implements, and administers broad and complex programmatic, technical, and administrative functions in direct or indirect support of operations. This position provides immediate-level guidance, work direction, oversight, and leadership to assigned functional work groups, sections, or units in an operations or operations support capacity.
The Lead Operations Specialist B serves as a technical and programmatic resource and may direct the work of exempt and nonexempt personnel in a non-supervisory capacity. The position is responsible for providing centralized control of assigned programs or processes, monitoring facility systems and equipment, supporting safe and efficient operations, and ensuring compliance with applicable policies, procedures, DOE orders, regulatory requirements, and facility requirements.
This position requires a comprehensive understanding of the functional area supported and the ability to independently evaluate operational conditions, identify trends, resolve complex issues, and develop recommendations. The Lead Operations Specialist B works closely with project teams, operations personnel, subcontractors, owner representatives, and other stakeholders to support safe, compliant, and efficient operations.
Qualifications:- Bachelor's degree in a technical discipline and a minimum of ten (10) years of relevant experience; or
- Associate degree in a technical discipline and a minimum of fourteen (14) years of relevant experience; or
- High school diploma and a minimum of eighteen (18) years of relevant experience.
- Comprehensive knowledge and understanding of the assigned functional area, including applicable facility, area, or location-specific requirements.
- Thorough knowledge and understanding of applicable policies, practices, procedures, DOE orders, and regulatory requirements affecting the supported function or facility.
- Experience working in highly regulated environments with a strong focus on safety, compliance, and attention to detail.
- Strong analytical skills with the ability to evaluate project turnover requirements and resolve documentation discrepancies.
- Ability to make independent decisions regarding compliance enforcement and corrective action recommendations.
- Excellent communication and coordination skills with the ability to work effectively across functional teams.
- Strong verbal and written communication skills for coordinating with project teams, subcontractors, owner representatives, operations personnel, and management.
- Ability to work independently with minimal supervision while managing multiple priorities.
- Demonstrated ability to provide technical guidance, work direction, and leadership to personnel in an operations or operations-support environment.
- Ability to analyze operational trends, identify causal factors, and develop recommendations for corrective action and process improvement.
- Ability to review and interpret technical documentation, work packages, procedures, engineering drawings, manuals, and compliance documentation.
- Ability to support testing, commissioning, startup, turnover, and project closeout activities.
- Ability to maintain strict adherence to safety rules, regulations, and required personal protective equipment requirements.
