General Description
This position is responsible for managing maintenance and repair activities for county owned airports and related facilities in a 24/7 environment. Work involves providing coordination and supervision to subordinate supervisors over skilled trades persons and labor crew to implement the airports maintenance program, which includes maintaining the airport terminals, runways, roadways, and systems in accordance with FAA regulations and Federal, State and County requirements. Plans and executes preventative maintenance programs, analyzes time, labor and material requirements to ensure organizational efficiency, and supervise subordinates in a manner conducive to high performance and positive morale. Other responsibilities include hiring trades personnel, subject matter expert for maintenance contracts, sustainability programs, and capital equipment purchases.
Responsible administrative, supervisory and technical duties administering maintenance programs. Works independently, under limited supervision, reporting major activities through periodic meetings.
Special Certifications and Licenses
Possess and maintain a valid Florida Class E Driver's License based on area of assignment.
Ability to obtain/maintain Security Identification Display Area (SIDA) access with Customs and Border Protection Seal.
Ability to obtain / maintain Airfield driving privileges.
All Aviation Maintenance Division employees must be able to perform rotational shift work and/or overtime (holidays, weekends and emergencies) in support of operational needs in a twenty-four (24) hour per day/seven (7) days per week operation and in accordance with a collective bargaining agreement, if applicable.
Preferences
- Associate Degree or higher in Building Maintenance/Construction Management or related field
- American Association of Airport Executives (AAAE)/Accredited Airport Executive (AAE) Certification
- One or more Airport Skilled Trades Advanced Certification (Refrigeration Mechanic, Carpenter, Electrician, Electronic Tech, Plumber, Maintenance Mechanic, or Painter)
- Facilities Maintenance Certification
- Project Management Professional Certification
- 2 years of Construction Project Management Experience
- 2 years of Airport Facility Maintenance & Operations Experience
- 2 years of Capital Asset Management Experience (Including Budgets)
- 2 years of Maximo Maintenance Management System Software or equal Experience
- 2 years of Building Automation Software Experience
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Manages and supervises the maintenance, repair, and remodeling/renovations of agency buildings, facilities, amenities, infrastructure, grounds and natural areas.
Interacts with customers, contractors, other facilities staff and other County agencies about maintenance and/or personnel issues; visits and inspects facilities in portfolio to monitor the condition of the property and guage the performance of the staff assigned to maintain that facility.
Reviews compliance and exception reports and undertakes appropriate action based on the data; manages capital improvement and maintenance projects, either directly or through subordinates; identifies, budgets and submits new projects for each fiscal year.
Conducts and attends staff meetings, project coordination meetings, construction meetings, scheduling meetings, vendor meetings and customer meetings.
Reviews work management data to ensure compliance with agency objectives and drive performance improvements.
Responds to facilities emergencies and deploys appropriate resources and resolves facilities operational problems; develops, administers and evaluates a comprehensive preventive maintenance program; recommends building repairs and improvements, estimates time, labor and materials required, maintains records, prepares and submits reports, inspects and approves supplies.
Extracts data, from various computer programs, to produce reports, evaluate and assess work production/time lines and budget expenditures.
Ensures that assigned projects are properly resourced to successfully provide the contracted services; reviews and coordinates the work of professional and administrative personnel engaged in the direct delivery of security and life-safety services; reviews, recommends, selects, and approves security and life-safety equipment installation in new construction and equipment modification in upgrades.
Reviews contracts to provide input on their creation or to determine contractor compliance. Reviews lease agreements, codes or guidelines.
Engages in human resources activities: trains staff, conducts performance evaluations, reviews subordinates' performance evaluations of their employees, ranks applicants, participates in interviews, and undertakes corrective counseling, termination and disciplinary recommendations, reviews documents, some of which require approval: time cards, leave requests, mileage reimbursements, purchase requisitions, purchasing card transmittal forms, and capital project justification forms.
Coordinates specialized repairs or improvements with contractors and vendors; reviews construction plans, inspects and approves work performed.
Performs related work as assigned.
ADDITIONAL DUTIES & RESPONSIBLILITES:Directs through supervisory subordinates the work of the skilled journey level trades including: carpenters, plumbers, electricians, electronic technicians, mechanics, painters, and HVAC/Refrigeration mechanics the maintenance and repair of the airports terminal buildings, airfield, parking garages, roadways and all maintenance equipment and support systems.
Develops and administers the preventative maintenance program for all airport facilities, systems and assets.
Analyzes repair processes and associated expenses to insure efficiency and make recommendations related to repair or replacement of systems and assets.
Inspects construction projects performed under contract for compliance with specifications and reviews plans and specifications for future development and construction.
Perform administrative tasks associated with managing a large, skilled labor work force including engaging in human resource activities which involves, hiring, training and evaluating staff.
Prepares and maintains necessary records and reports; attends meetings and conferences concerned with code enforcement and enforce provisions of the Florida Statute 399 and related regulations.
Adheres to local, state and federal regulatory requirements as applicable to area of assignment.

Aviation Department Facilities/Maintenance Division Staff are all essential positions. At any given time, staff may be required to be on the Airfield, in the Terminals, or in a work environment which conditions may expose them to weather, humid conditions; smoke, fumes or dust; tight or confined spaces; hazardous materials; or shaking, rocking and or vibrating equipment, loud noise, stairs and ramps, and large moving equipment.
