Technical Writer – System Operations & Compliance

General Description of Services


The Technical Writer will support System Operations and Compliance teams by developing, standardizing, and maintaining clear, accurate, and regulatory-aligned documentation. This role bridges the gap between compliance requirements and operational execution by translating complex technical and regulatory information into usable procedures, manuals, and training materials.


The Technical Writer will collaborate with system operators, engineers, and compliance stakeholders to ensure all documentation aligns with industry regulations and supports safe and reliable grid operations.

Key Responsibilities / Deliverables

  • Develop, document, and maintain operational procedures, technical documentation, and compliance-related materials for system operations.
  • Translate regulatory requirements (e.g., NERC, FERC, RF) into clear, actionable procedures for operational teams.
  • Identify and address gaps between compliance standards and existing technical documentation.
  • Collaborate with System Operations, Engineering, and Compliance teams to ensure accuracy and usability of documentation.
  • Create and maintain procedural documentation for transmission, distribution, and/or generation operations.
  • Support communication efforts by producing clear, concise written materials for both technical and non-technical audiences.
  • Review and update existing procedures to align with evolving regulatory requirements and operational changes.
  • Standardize documentation formats, templates, and best practices across teams.
  • Assist in audit readiness by ensuring documentation meets regulatory expectations and is properly maintained.
  • Provide writing samples and documentation artifacts to demonstrate quality and clarity of work.

Required Experience & Qualifications

  • Proven experience in technical writing within a regulated or engineering-focused environment.
  • Strong understanding of compliance frameworks, with experience in:
  • NERC (North American Electric Reliability Corporation)
  • FERC (Federal Energy Regulatory Commission)
  • RF (ReliabilityFirst) (preferred)
  • Experience supporting or working with System Operations teams.
  • Background in electric utilities, including one or more of the following:
  • Transmission
  • Distribution
  • Generation
  • Demonstrated experience in procedural writing (SOPs, work instructions, operating procedures).
  • Strong written and verbal communication skills, with the ability to simplify complex technical concepts.
  • Ability to collaborate cross-functionally with technical, operational, and compliance stakeholders.
  • Experience supporting audits, compliance reviews, or regulatory documentation efforts is a plus.
  • Candidates must be able to provide work samples demonstrating technical and procedural writing capabilities.

Preferred Qualifications

  • Prior experience in a System Operations Center (SOC) or similar environment.
  • Familiarity with EMS (Energy Management Systems) or utility control center operations.
  • Experience supporting compliance audits or regulatory reporting processes.

Work Environment

  • Collaborative environment supporting System Operations, Engineering, and Compliance teams.
  • Hybrid of independent documentation work and cross-functional engagement.
