The Department of Energy's National Nuclear Security Administration's (NNSA) Radiological Assistance Program (RAP) provides the nation with an agile, scalable and rapidly deployable Federal first response capability in support of radiological/nuclear crisis operations and consequence management events. RAP leverages the scientific and operational expertise to enhance the nation's integrated response capability by training and partnering with other Federal, Tribal, State and Local agencies. RAP provides technical leadership and assistance during planning, preparedness and response operations as on-call Nuclear Emergency Support Team (NEST) specialists. BNL hosts the RAP Region 1 Team.

Position Description

The Radiological Assistance Response (RAP) Regional Training Coordinator (RTC) is the primary contact to manage the day-to-day training related activities to meet the regional and national RAP program objectives. In this position, you will report to the Regional Operations Manager (ROM) and will work closely with other NNSA programs across the complex. Regionally, you will manage the personnel training readiness, drill and exercise planning and execution. You will be responsible for ensuring the team is trained to assess the safety and environmental consequences of a radiological or nuclear incident and that local and national training requirements are met by team members.This position has a high level of interaction with an international and multicultural scientific community.

Essential Duties and Responsibilities:

  • Develop and maintain a Regional Training Plan for Radiological Assistance Program team members
  • Maintain the RAP readiness database and the Brookhaven Training database for personnel and training records
  • Plan and coordinate training, drills, and exercises in core consequence management tactics, techniques, and procedures; radiological search and detection; and preventative radiological/nuclear detection operations
  • Train team members on the baseline and crosscutting knowledge, skills, and abilities to serve as RAP team members according to the RAP Regional Training Plan and the overall National Training Plan
  • Develop and deliver external nuclear and radiological response training for Federal, state, tribal, territorial, and local partners
  • Develop and deliver internal training and train team members on equipment use and tactics
  • Coordinate with the Regional Equipment Coordinator (REC) and Regional Outreach Coordinator (ROC) in the development and delivery of training to team members and external partners
  • Coordinate with other Regions to ensure best practices are standardized
  • Participate in outreach activities by performing demonstrations, trainings, and other activities as directed
  • Qualify and maintain RAP Health Physics Support Personnel, Team Scientist and Team Captain qualifications, and serve as a team member on RAP deployments as assigned
  • Attend the RTC/ROC/REC conference calls, and semi-annual RTC/ROC/REC group meetings

Required Knowledge, Skills, and Abilities:

  • Bachelor's degree in Health Physics, Radiological Science, Engineering, or a closely related field
  • Minimum three (3) years progressively responsible full-time related work experience that demonstrates a sound knowledge of current principles and practices in radiological sciences or engineering
  • Comprehensive knowledge of radiation monitoring instruments and equipment including, but not limited to, gamma spectroscopy, beta/gamma instrumentation, consequence management and radiological nuclear response equipment, and communications equipment
  • Excellent technical, interpersonal, communication, data analysis and decision-making skills and proven ability and successes in:
    • Making presentations (oral, written, visual)
    • Defining project goals, tasks, and resource requirements
    • Maintaining databases to track personnel training requirements and completion
    • Knowledge of and ability to use state-of-the-art radiation detection equipment
    • Ability to work independently or with little supervision to accomplish goals and complete assigned tasks
  • Ability to obtain and maintain security clearance, which requires U.S. Citizenship
  • Valid drivers' license required.

Preferred Knowledge, Skills, and Abilities:

  • Master's degree in Health Physics, Radiological Science, Engineering or a closely related field of study
  • Seven (7) years' relevant experience
  • Experience in radiological emergency response programs and operations with technical complexities
  • Broad knowledge of training course development pertaining to health physics theory and practical application of concepts
  • Experience in governmental or national laboratory operations
  • Established contacts and experience at key incident nodes with local, state and federal first responder agencies
  • Experience with gamma spectroscopy, radiological dose assessment, familiarity with atmospheric modeling and field monitoring, and the use/limitations of radiological detection equipment
  • Experience in creating map products of radiological data to support mission planning and decision making
  • Working knowledge of DOE Orders, and Code of Federal Regulations as it pertains to nuclear and radiological emergency response
  • Professional certification in the American Board of Health Physics, or the National Registry of Radiation Protection Technologists (NRRPT)

Environmental, Health & Safety Requirements:

  • This position supports off-site deployments which may last multiple days and include extended shifts and after-hours work under potentially adverse conditions
  • This position requires the use of respirators, lifting of 30 pounds, loading equipment, and prolonged physical activity
  • This position requires work in suspected radiation environments.Ability to work in a radiologically contaminated environment; successful candidate must pass Radworker Training

Other Information:

  • Brookhaven National Laboratory is committed to providing fair, equitable and competitive compensation. This is a multi-level role and the full salary range for this position is $100600 - $130000 / year. You will be placed at the level and salary commensurate with the final candidate's qualification, education and experience and considered with the internal peer group.
  • Degree requirements must be met prior to commencing employment
  • Ability to travel within the Northeast United States without advance notice
  • Ability to travel domestically for up to two weeks at a time

  • This is a fully on-site position located at BNL
