Essential Duties
Project Leadership
- Lead the design, development, and implementation of various information system transformation projects for the Division of Child Support.
- Provide strategic direction to the agency and assist in defining strategic direction for enterprise-level IT implementations.
- Lead and coordinate efforts of development teams and vendors to ensure solutions are implemented successfully and on time.
- Ensure project governance and monitoring controls are in place throughout all phases of the project lifecycle.
- Define business and technological requirements by consulting with product owners, subject matter experts, and scrum teams to identify business needs and objectives.
- Manage highly complex large-scale enterprise projects as well as smaller-scale projects, ensuring all are on time and within budget.
- Apply project management and governance principles to ensure consistent, high-quality delivery across all engagements.
- Mentor state personnel in project management practices and methodologies.
- Over time, train state resources to assume project management functions independently
- Knowledge of child support program policies, procedures, and business practices.
- Experience on child support system modernization projects.
- Successful experience managing information technology solutions across the full project lifecycle.
- Knowledge of various software development methodologies including Agile, Waterfall, and DevOps.
- Experience successfully applying project management and project governance principles.
- Strong communication and interpersonal skills with the ability to facilitate discussions with state agency stakeholders, product owners, and technical teams.
- Bachelor's degree or equivalent working experience in Information Technology, Computer Science, Business Administration, or a related field.
- PMP certification or equivalent working experience in project management.
- 5 years of experience managing enterprise-level IT projects, preferably within a government or public sector environment.
- Prior experience with child support or health and human services system implementations is strongly preferred.
