Description
Lead the identification, qualification, and evaluation of business opportunities by aligning customer requirements with organizational growth objectives. Develop and execute structured capture strategies, including planning, scheduling, and coordination of cross-functional teams to ensure disciplined pursuit efforts.
Drive customer engagement activities in compliance with acquisition regulations to gather actionable intelligence and strengthen positioning. Conduct continuous competitive analysis to identify gaps, mitigate risks, and enhance win probability. Lead the development of innovative, compliant technical and management solutions tailored to customer needs.
Formulate compelling win strategies and value propositions focused on mission success, cost efficiency, and risk reduction. Identify and manage teaming partners to ensure capability alignment and effective collaboration. Support pricing strategies through competitive insights, cost inputs, and Price-to-Win methodologies.
Oversee risk management, capture reviews, and decision gate processes (Bid/No-Bid, Go/No-Go) to support leadership decision-making. Ensure a seamless transition from capture to proposal phase by transferring strategy, intelligence, and solution artifacts. Conduct post-opportunity reviews to capture lessons learned and improve future pursuits.
Lead cross-functional teams including technical SMEs, finance, contracts, and external partners, while also supporting engineering-related investigations as required.
Qualifications & Experience
- 8 years of experience in federal contracting, business development, and capture management
- Strong knowledge of DoD, Intelligence Community, and federal acquisition processes
- Proven success in leading captures and securing contract awards
- Expertise in capture lifecycle management, win strategy development, and federal regulations
- Strong analytical, strategic thinking, and competitive assessment skills
- Demonstrated ability to build customer relationships while maintaining procurement integrity
- Effective leadership and collaboration skills across cross-functional teams
- Working knowledge of pricing strategies, cost structures, and Price-to-Win approaches
Preferred Qualifications
- Experience with AI-enabled capture tools or data-driven business development platforms
- Established relationships within DoD or Intelligence Community customers
- Program management experience is a plus
Education
Bachelor’s degree in Business, Engineering, Management, or a related field
