POSITION TITLE: HOME SHARE PROGRAM MANAGER
Bridges to Housing Stability, Inc. (“Bridges”) is a 501(c)(3) nonprofit organization based in Howard County, MD. Bridges’ mission is to provide a path to self-sufficiency to prevent and end homelessness through affordable housing solutions and advocacy in Howard County. POSITION SUMMARY:
The Home Share Program Manager will lead the launch and manage the daily operations of Bridges’ HoCo Home Share program, which will connect homeowners with home seekers through a structured process. This role is responsible for cultivating and maintaining strong partnerships with Howard County organizations, ensuring robust community engagement and referral pathways. The Home Share Program Manager will also manage the client journey through our automated matching platform, including eligibility verification, background and reference checks, profile development, preference collection, match identification, and facilitation of introductions between potential housemates. As the volume of clients grows to expected levels, the Home Share Program Manager may supervise one or more program assistants. The ideal candidate will be highly organized, technologically proficient, skilled in partner relationship-building, and confident in introducing the program to external audiences through presentations and other communications.
DUTIES AND RESPONSIBILITIES:
- Lead the launch and manage the daily operations of the HoCo Home Share program, working independently within organizational guidelines.
- Cultivate and sustain strong partnerships with organizations in Howard County, especially those serving target populations, to support outreach and referrals.
- Oversee the client journey through the home-sharing process, including eligibility verification, background and reference checks, profile creation, preference collection, match identification, facilitation of introductions, and providing resources.
- Collaborate with leadership to develop and manage the program budget, approve expenditures within established guidelines, and support grant applications and reporting.
- Establish and monitor program metrics in coordination with leadership; collect and analyze data to evaluate program performance and impact.
- Prepare and present program updates, quarterly reports, and outcomes to the Program Committee and staff; produce reports for grants and other stakeholders as needed.
- Serve as the primary point of contact for internal and external inquiries related to program operations.
- Recommend updates to procedures and policies to enhance program efficiency and effectiveness.
- Work with staff and consultants to develop and implement marketing, outreach, and fundraising strategies.
- Promote a culture of respect, professionalism, confidentiality, and compassion in all program interactions.
- Participate in organizational training, networking events, and occasional evening or weekend activities.
- Maintain strict confidentiality in accordance with Bridges’ standards.
- Perform other duties as assigned.
QUALIFICATIONS:
- Commitment to Bridges’ mission to prevent and end homelessness in Howard County.
- Bachelor’s degree in business administration, human services, marketing, or a related field.
- Proven experience in developing and launching new services or programs.
- Strong verbal and written communication skills, with experience in public speaking and presentations.
- Proficiency in Microsoft Office and the ability to quickly learn new software platforms.
- Strategic thinker with strong problem-solving skills and attention to detail.
- Experience in program management or supervision preferred.
- Experience in fundraising and/or grant writing is a plus.

HOURS: This is a full-time (40 hours a week, Monday – Friday, 9 am – 5pm), salaried, non-exempt position. The work schedule will be flexible to accommodate occasional evening and weekend commitments; however, 2-3 days will be required in the office each week.
SUPERVISOR: Director of Operations. The Director of Operations will conduct a 90-day review of the Home Share Program Manager’s performance, as well as annual reviews thereafter. All annual reviews are conducted at the end of Bridges’ fiscal year, which runs from July 1- June 30. Bridges utilizes a 360-degree evaluation process, which also includes a self-evaluation, evaluations from subordinates (as applicable), and of other management staff with whom the Home Share Program Manager has regular work-related dealings and contact.
SALARY: $60,000 to $70,000
