Job Summary

This full-time Senior Clinical Operations Director is responsible for oversight of the operations of the Clinical Division, including each county and special-programs. The Senior Clinical Operations Director provides peer-related services by planning, developing, implementing, controlling and evaluating all clinical programs and operations, developing process solutions and offering administrative and clinical support to clinical leaders and staff. Additionally, this position manages subordinate managers who supervise employees and is responsible for the overall direction, coordination and evaluation of these units, including the operational work flows and the compliance of each department.

Leadership:

  • Collaborate with the Leadership Team to ensure the long-term health, quality, effectiveness and strength of the organization in alignment with the mission of Bridges to Change
  • Recruit, train, supervise and develop staff, resolving issues through effective leadership
  • Lead organizational change initiatives through the application of change, risk and resource management
  • Develop and maintain strong external relationships with funders, peers and community partners, as appropriate, to best serve the needs of the organization
  • Represent Bridges to Change in community and public discussions, forums, and in planning and committee settings particularly those related to behavioral health services

Financial Oversight:

  • Develop and manage program budgets including production of systematic reports to detect and respond to financial variances 
  • Ensure financial results align with adopted budget and provide snapshot data in relation to operating expenses/revenues
  • Review insurance billing reports weekly and monthly for discrepancies and work collaboratively with Billing Specialist/Senior Systems Manager to resolve issues
  • Monitor, develop, and advise on fee-for-service and billing initiatives including mitigation of fraud, waste, and abuse and appropriate service design

Operations:

  • Oversee all aspects of program management including development, implementation, completion and analysis while successfully meeting deadlines and strategic objectives
  • Devise evaluation strategies to monitor performance and determine the need for improvements
  • Ensure program operations and activities adhere to legal, ethical and organizational guidelines
  • Initiate and set goals for programs according to the strategic objectives of the organization, considering growth, financial sustainability, professional quality, staff engagement, access and client-centeredness domains in decision making
  • Maintain accurate and timely reports and documentation
  • Partnering with Sr. Programs Director, develop and maintain systems to ensure compliance with employment and housing regulations, best practice mentor models, clinical treatment standards and contractual stipulations

Experience, Knowledge, Skills and Abilities

The following are the minimum levels required to successfully perform the Essential Job Duties and Responsibilities.

  • 5-7 years supervisory experience, required
  • State ORCHARDS BCU background check clearance, required  
  • Experience with substance use disorder and mental health treatment and modalities
  • CADC II certification required, or obtainable within 90 days
  • Masters degree in behavioral health field required
  • 5 years of treatment or other clinical service-oriented experience
  • Experience in understanding and implementing program budget(s)
  • Computer literacy; functional ability with Microsoft applications and electronic health records, prior experience with CareLogic, preferred
  • Valid driver’s license and acceptable driving record in accordance with Bridges to Change’s auto liability policy requirements
  • Experience working with communities of color and knowledge of the current disparities that certain communities of service users may face more broadly in society, preferred
  • Demonstrated success at working effectively in a diverse, collaborative team environment, with skills in promoting inclusion and cultural responsiveness
  • Demonstrated experience in developing and implementing principles of diversity, equity, and inclusion in an organizational setting
  • Experience in collaborating with community partners to identify shortcomings in the organization and in building partnerships to improve outcomes
  • Demonstrated experience with program development and/or enhancing behavioral health systems of care
  • Excellent communication and conflict resolution skills, demonstrated success in team and relationship building
  • Ability to maintain high professional standards at all times with client, staff, and community partners

Working Conditions

Environment and Physical Requirements: The Behavioral Health Director works in an office environment; however, the position frequently visits field locations including homes, courtrooms, recovery centers, and other indoor and outdoor locations. Those locations are subject to a variety of environmental weather conditions including rain, snow, wind, and dust. The position frequently requires daily travel by car. The Housing Director interacts constantly with staff, visitors, program participants, government agencies, and others. The position stands, walks, bends, lifts, and moves intermittently during working hours. The incumbent must be able to lift, push, pull and move files and equipment in excess of 15 pounds.

Position Type/Expected Hours of Work: This is a full-time position. Days and hours of work are typically Monday through Friday, forty hours per week with flexibility in scheduling. The Behavioral Health Director also travels extensively and may be required to occasionally work extended hours including evening, weekend and/or holiday work as job duties demand.
