Job Summary
This full-time Program Manager provides leadership and oversight of peer mentor services within the mentor department. The Program Manager is responsible for various aspects of leadership such as supervising mentors, ensuring compliance, representing the organization in interactions with community partners, program development and miscellaneous projects, as assigned.
Essential Job Duties and Responsibilities

- Assists clients with support services providing creative solutions and progressive problem solving, as needed.
- Provides reports and recommendations to administrative staff that support and protect clients, staff and organization.
- Provides supervision to mentors, evaluating individual progress; tracks supervision in accordance with OARS.
- Attends and participates in individual supervision, group supervision, community meetings, all-staff meetings, and other meetings, as needed.
- Maintains and monitors documentation standards, working closely with mentors to ensure documentation is complete.
- Recruits, trains and develops staff, resolving issues through effective leadership; provides creative solutions and progressive problem solving. Fosters an environment of teamwork.
- Ensures delivery of quality performance targets for Bridges to Change, through oversight and integration of Buildium, Carelogic, Microsoft Teams, and other data collection systems.
- Supports compliance with permanent and transitional housing tenants that align with Oregon Regulatory Statutes for housing.
- Supports oversight of properties and requests work orders and supply requests as needed
- Serves as a chair for key projects and initiatives surrounding housing operations, housing leadership, and housing oversight.
- Serves as the point of accountability and decision making for staff and community inquires. Maintains frequent communication and collaborative relationships with community partners.
- Ensures contract compliance, quality assurance, accurate data collection/reporting, ethical practice and effective operations, including special projects, as assigned. Produces accurate reports for referents.
- Collaborates directly with other Program Managers and Clinical Supervisors to ensure continuity of services.
- Guides program development.
- Coaches, motivates and recognizes staff; creates opportunities for professional development.
- Drives a culture of success in alignment with the organizational mission, vision, and values.
- Represents Bridges to Change at meetings with community partners and funders.
- Abides by organization policies and procedures, confidentiality laws, professional boundaries and relevant federal/state treatment regulations and standards.
Experience, Knowledge, Skills and Abilities
The following are the minimum levels required to successfully perform the Essential Job Duties and Responsibilities.
- CRM certification, required
- Lived experience related to the population served; 2 years of verifiable recovery experience, required
- Minimum 1 year of continuous sobriety, required and maintained
- 1-3 years supervisory experience, required
- Demonstrated working knowledge of landlord tenant and fair housing laws
- Computer literacy; functional ability with Microsoft applications
- Valid driver’s license and acceptable driving record in accordance with Bridges to Change’s auto liability policy requirements
- Free from supervision in any state
- Experience setting and maintaining clear boundaries with the ability to hold others accountable with compassion
- Excellent communication, trauma informed approach and conflict resolution skills; ability to coordinate with multiple stakeholders and manage competing objectives
- Experience with crisis prevention and intervention
- Experience working with communities of color and knowledge of the current disparities that certain communities of service users may face more broadly in society, preferred
- Demonstrated success at working effectively in a diverse, collaborative team environment, with skills in promoting inclusion and cultural responsiveness
- Experience in collaborating with community partners to identify shortcomings in the organization and in building partnerships to improve outcomes
- Ability to maintain high professional standards at all times with client, staff, and community partners
- GED/High School Diploma, preferred
Working Conditions
Environment and Physical Requirements: The Housing Services Manager works in an office environment and frequently visits other site locations. These locations are subject to a variety of environmental weather conditions including rain, snow, wind, and dust. The position frequently requires daily travel by car. The Housing Services Manager interacts constantly with staff, visitors, program participants, government agencies, and others. The position stands, walks, bends, lifts, and moves intermittently during working hours. The incumbent must be able to lift, push, pull and move files and equipment in excess of 15 pounds.
Position Type/Expected Hours of Work: This is a full-time position. Days and hours of work are typically Monday through Friday, forty hours per week with flexibility in scheduling. The Housing Services Manager position also travels frequently and may be required to work extended hours including evening, weekend and/or holiday work as job duties demand.
