JOB TITLE:   GIS Technician III/Server Administrator

GENERAL PURPOSE:

 

Performs advanced GIS and enterprise system administration for the County, including GIS data management, spatial analysis, database administration, GIS server and application support, and cartographic production. Serves as a senior technical resource to departments, ensuring the accuracy, security, availability, and performance of GIS data, applications, and services.

 

SUPERVISION RECEIVED:

 

Works under the general guidance and direction of the Administrative Services Director, performing duties that involve independent judgment.

EXAMPLE OF DUTIES:

 

GIS Data Management

  • Develop, maintain, edit, integrate, and administer complex GIS datasets and databases. 

  • Establish and maintain GIS data standards, quality-control procedures, metadata, and data-management practices. 

  • Perform data conversion, geoprocessing, validation, and quality assurance; research and resolve data-quality issues. 

  • Develop automated workflows and scripts to improve GIS data maintenance and operational efficiency.

 

GIS Server and Enterprise System Administration

  • Administer and maintain the County's enterprise GIS environment, including servers, services, portals, applications, and web maps. 

  • Configure, publish, monitor, troubleshoot, and optimize GIS services, applications, connectivity, and system performance. 

  • Manage user access, permissions, security, software updates, and system integrations in coordination with IT. 

  • Maintain development, testing, production, backup, recovery, and business-continuity environments for GIS systems. 

  • Document system configurations and procedures and provide recommendations regarding capacity, hardware, storage, and system architecture.

 

Enterprise Geodatabase and Database Administration

  • Administer and maintain enterprise geodatabases, spatial databases, and associated data structures. 

  • Perform database maintenance, optimization, security, backup, recovery, replication, and synchronization. 

  • Troubleshoot database performance and connectivity issues and coordinate database administration with IT and other system administrators.

GIS Analysis and Cartography

  • Perform advanced spatial analysis, geoprocessing, and data preparation to support County operations. 

  • Produce maps, exhibits, reports, dashboards, web maps, and other GIS products for internal and public use. 

  • Provide GIS analysis and mapping support for planning, development, infrastructure, transportation, public safety, environmental, and other County functions.

Technical Support and Training

  • Provide advanced technical support and troubleshoot GIS software, data, applications, servers, and connectivity. 

  • Train and mentor GIS users and staff in GIS software, applications, data-editing procedures, and best practices. 

  • Develop technical documentation, procedures, and training materials. 

  • Evaluate GIS technology, software, hardware, and services and recommend improvements.

Coordination and Project Support

  • Coordinate GIS projects and data exchanges involving County departments, government agencies, contractors, and vendors. 

  • Assist with GIS-related procurement, licensing, vendor coordination, technical evaluations, and project requirements. 

  • Ensure GIS projects comply with applicable standards, policies, laws, and data-management requirements and provide GIS support during emergency or continuity-of-operations activities.
