Do you enjoy working with the public and helping others? The Boulder County Department of Human Services (HS) is seeking a Bilingual (Spanish/English) Issuance Clerk (Accounting Clerk III) to join the team. 

HS provides a variety of services and programs for Boulder County residents in the following areas: health coverage, food assistance, family and children services, housing, financial assistance, education and skill-building, and elder services.
 
The Issuance Clerk  is an accounting-oriented, in-person customer service position. This position plays a vital role in the department by performing a variety of complex and specialized clerical and administrative duties that support HS clients, staff, and programs. The position is responsible for the distribution of Electronic Benefit Transfer (EBT) cards, gift cards, checks, and bus passes. The position is also responsible for receiving human services payments as well as housing rental payments. The position requires a high degree of independent judgment and the ability to work effectively with other employees and the general public. Applicants for this position should possess excellent verbal communication and customer service skills.

This is a full-time, benefited position that will work Monday - Friday 8:00am - 4:30pm. This position works primarily out of 515 Coffman St. Longmont, Colorado but will be trained and expected to cover in all offices. Under Fair Labor Standards Act (FLSA) guidelines, this position is non-exempt (eligible for overtime). 

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Hiring Salary Range$55,116.00 - $67,254.00 Annually

Tentative Hiring Timeline:

  • Phone Screening: Week of July 6th
  • First Round Interviews: Week of July 13th
  • Language Proficiency Test: Week of July 20th
  • Reference Check: Week of July 20th

New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Boulder County offers bountiful benefits, including pension contributions.

  1. Accurately issue Electronic Benefits Transfer (EBT) cards, gift cards, and transportation passes to eligible recipients following established procedures
  2. Assist the public in person, by email, and on the phone, providing customer service in a consistently friendly, helpful, and professional manner
  3. Process requests with a sense of integrity and urgency, verify identifications, use and distribute appropriate forms, and obtain signatures as required
  4. Research EBT case problems and recommend solutions to correct problems
  5. Accurately cashier transactions including checks, money orders, and rental payments
  6. Complete daily reconciliations of transactions
  7. Prepare and review financial reports for deposits, and other accounting transactions
  8. Enter accounting data into the county's computerized accounting system
  9. Review, verify, and correct computer system accounting information
  10. Compile and tabulate data and balance accounting records
  11. Maintain accurate records for all issuance requests, including distribution logs, destruction logs, and daily inventory reconciliations according to state standards
  12. Manage EBT, Regional Transportation District (RTD) and gift card inventory; troubleshoot client usage issues
  13. Maintain excellent filing and record-keeping systems
  14. Explain EBT card usage, fraud awareness, and account management to recipients
  15. Adhere to confidentiality and security protocols in handling sensitive client information
  16. Provide basic information about benefit programs to clients as needed
  17. Participate in training sessions to stay current on policies and procedures
  18. May train, supervise, counsel, and evaluate the work of other employees
  19. Performs related work, as required
  20. May be reassigned during emergency situations

EDUCATION & EXPERIENCE:

Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of 

  • high school diploma or equivalent

AND

  • 4 years of combined education and experience of in-person customer service and clerical accounting or bookkeeping experience.

Additional related education may count towards required experience.
 

DRIVER'S LICENSE:

BILINGUAL SKILLS:

  • Applicants must demonstrate English and Spanish fluency at the time of the pre-employment screening process. Spanish language proficiency will be determined through standardized verbal/verbal and written demonstration. (tier 3 written and verbal)
  • Additional compensation will be provided based on the use of bilingual skills.

  • Outstanding in-person customer service skills
  • Thorough knowledge of generally accepted accounting principles and modern office procedures
  • Strong skills in operating computers and office equipment
  • Ability to make mathematical computations
  • Ability to work effectively with other employees and the public
