Role Summary
Boswell is seeking a highly skilled Senior Talent Acquisition Partner to expand technical talent acquisition across our diverse engineering and professional services divisions. You will be mentored by a successful senior industry TA Director. Beyond “Post and Pray”, this role is essential in identifying and engaging high-caliber professionals, specifically Professional Engineers (PEs) and Project Management Professionals (PMPs) who have never needed to job search. You will serve as the primary link between the firm’s strategic goals and the technical talent market, ensuring our Site/Civil, Power and Energy - Electric Utilities, Highway Design, Construction Management, Municipal, Environmental, and Water Services departments are staffed with leading technical experts.
Location: Hybrid but preferably you live within the Eastern US Time Zone: office visits for meetings are needed within Northern NJ, but we also offer remote work from home.
Hours/Schedule: The ideal candidate will be comfortable working beyond standard business hours to reach senior people who are working and are unavailable to speak during the business day. Successfully closing highly technical candidates requires flexibility, persistence, and strong interpersonal skills.
Key Responsibilities
- Full-Cycle Talent Acquisition: Manage the end-to-end recruitment process for technical and professional roles, ensuring a seamless experience for both candidates and hiring managers consistent with our existing employer branding in the marketplace
- Specialized Technical Sourcing: Proactively identify and engage candidates, both passive and active, through LinkedIn Recruiter, industry networks, and professional associations, with a focus on PEs, PMPs, LSRPs and numerous other technical specialists. Less than 10% of our hires are applicants received through job postings. Therefore, cultivating long-term relationships, networks and transitioning referrals to engaged active interest is required.
- Strategic Departmental Hiring Manager Support: We are a professional services organization where our Hiring Managers and most of the employees we hire are billable/ income producing. Our TA Team saves Hiring Managers time by technically vetting both Managers and Candidates. We collaborate closely with Department Heads in Civil and Structural Engineering, Power and Energy - Electric Utilities, Highway Design, Construction Management, Municipal, Environmental, and Water Services to understand technical requirements and future pipeline needs long-term.
- Market Intelligence: Stay current on Engineering, Construction & Electric Utility industry trends, salary benchmarks, and competitor activity to provide actionable insights to leadership
- Offer Management: Facilitate the offer and negotiation process, working with our Leadership Team to structure competitive offers informed by Candidate qualifications (tracking same consistently), most current market data, internal equity, and long-term retention considerations
- Candidate Experience: Deliver high-quality, inclusive, and seamless end-to-end candidate experiences that reflect and reinforce Boswell’s values, culture, and professional standards (including honesty & integrity)
- Workforce Planning & Talent Pipeline Development: Partner with executive leadership and department heads to forecast hiring needs aligned with backlog and growth strategy; build proactive talent pipelines for critical roles and actively recruit/ present promising Candidates for anticipated future needs in advance of any job posting
- In-depth knowledge/ awareness of OFCCP, VEVRAA, EEOC, DOL on the pre-hire ATS. TA side is required.
Required Qualifications & Skills
Must Have Engineering, Construction Oversight and Electric Utilities Industry Expertise:
- At least 7 years of targeted technical talent acquisition experience, with a heavy focus on many Engineering disciplines such as Electric Utilities (including Substation and Transmission), Civil, Structural, Environmental, Water Resources, Municipal, Project Management and Construction Oversight services
- Education: Bachelor’s degree in human resources, business, or directly related field; PHR or SPHR Certifications are highly desired as well as current/ long-term membership in SHRM or a regional professional HR organization to stay current on state or federal Compliance and Employment laws, trends, changes and best practices
- Active LinkedIn Profile demonstrating strategic outreach, creative posts and clear connections to relevant technical LinkedIn Groups with LI testimonials preferred
- Proven success in targeted technical recruiting and vetting within a professional services organization including licensed Professional Engineers (PEs), LSRPs, CMEs and certified Project Management Professionals (PMPs). Technical screens must be detailed and designed to save Hiring Managers’ time.
- Technical Knowledge: Deep understanding of the roles and skill sets within Engineering, Construction Oversight & PM
- Communication: Exceptional interpersonal skills and the ability to articulate Boswell’s value proposition to high-level professional talent. Proven track-record of long-term relationship skills with technical professionals who have never been out of work and do not apply to jobs
- Full life-cycle sourcing through hire/ close/ onboarding experience within a dynamic in-house Corporate TA environment is required (vs. agency full life cycle)
- Thorough understanding and experience with OFCCP, VEVRAA, EEOC and DOL Compliance with preferred experience first-hand in mock audits (well beyond AI generated checklists)
- Strong Desire and Ability to learn technical requirements and be mentored to lead Boswell Talent Acquisition

Pay Transparency: In accordance with local law, the range below is applicable for the job and location associated with this requisition. Actual compensation will vary based on specific relevant experience, education, certifications, and other compensable factors.
- Salary Exempt Range: $100,000.00 - $130,000.00/ Year
