The Boston Region Metropolitan Planning Organization (MPO) seeks a Human Resources (HR) Generalist. The HR Generalist will lead a range of HR functions from recruitment and onboarding to benefits administration and employee relations.
The HR Generalist serves as a trusted resource for staff and supervisors, ensuring compliance with employment policies and best practices while contributing to an inclusive and supportive workplace culture. This role combines attention to detail with a people-centered approach to strengthen the employee experience across all HR functions.
The Metropolitan Area Planning Council (MAPC) is the fiduciary agent for the Boston Region MPO staff, and the HR Generalist works closely with the MAPC HR team on recruitment, onboarding, employee relations, and HR operations to ensure accuracy, compliance, and strong internal controls.

The agency’s deep transportation knowledge is an essential asset to the Massachusetts Department of Transportation, the Massachusetts Bay Transportation Authority (MBTA), regional transit authorities, cities and towns within the region, as well as other agencies and stakeholders.
The agency has a hybrid schedule, combining time in the office with remote work. Employees must reside within a commutable distance from the Boston Region MPO office, which is located in downtown Boston, in a transit-oriented and bicycle-friendly area.
Candidates must have legal authorization to work in the United States. A Criminal Offender Record Information (CORI) check must be completed if the position is offered. However, a criminal record is not an automatic bar to employment.

- Lead full-cycle recruitment, from posting positions to onboarding new hires
- Maintain and update employee records, HR files, and job descriptions in alignment with internal policies and standards
- Process status changes, including resignations and pay adjustments
- Support benefits administration, including enrollment, leave management, and response to policy questions
- Maintain and ensure HR data integrity and confidentiality, and prepare reports and analyses
- Assist with performance management and professional development processes and initiatives
- Help promote and foster an inclusive and supportive workplace culture
- Contribute to HR projects, process improvements, and internal communications as needed
- Bachelor’s degree in Human Resources, Business Administration, or related field (or equivalent combination of education and experience)
- 3 or more years of HR experience, preferably in a generalist role
- Thorough understanding of employment laws and HR best practices
- Excellent communication, organizational, and interpersonal skills
- Experience with HRIS and applicant tracking systems such as NEOGOV
- Proven ability to handle confidential information with discretion
- Comfortable working both independently and collaboratively
- Strong proficiency with Microsoft Office and Google Workspace
- Experience with project management tools such as Asana (or similar)
- Familiarity with Deltek Vision or other financial management systems

Salary : $65,000 - $80,000
