Duties

As a Policy Specialist, You Will

  • Lead regulatory and policy decisions through the Transmission Commercial decision process (CBIT) when making recommendations which includes determining objectives, identifying risks, developing alternatives, developing decision criteria and evaluating alternatives.
  • Provide expert knowledge in areas such as Open Access Transmission Tariff, ATC Methodologies, Network Integration Transmission Service, Point-to-Point Transmission Service, Network Open Season, and business practices related to the OATT in relationship to their evolution in national standards development.
  • Lead and participate in cross-agency teams to develop recommendations on key policy issues, business practices and procedures.
  • Lead or supports BPA-wide strategic and business planning and development activities in support of routine strategic planning cycles, or in response to topic-specific requests from executive leadership.
  • Lead and provide support to general Transmission policy development with a focus on the Agency, customer and regional implications of FERC orders, and BPA Transmission policies.
  • Lead the development and integration of industry research findings into BPA's strategic planning processes; provides recommendations on relevant topical areas and provides strategic decision making facilitation for leadership as requested during agency strategy cycles.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service. Specialized experience for this position is defined as:1) monitoring, analyzing, coordinating, or implementing policy decisions on electric utility-related functions, 2) participating in cross-agency teams to develop recommendations on key policy issues, business practices and procedures.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
