This position is located with Bonneville Power Administration (BPA), in the Internal Operations (TIB) group, Infrastructure Asset Management (TI), Transmission Services (T).

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as: 1) Providing strategic leadership for a program or organization, including directing the work of subordinate managers and evaluating overall performance; 2) Managing the complete budget lifecycle for a program or division, from formulation and justification through execution and oversight; AND 3) Advising executive leadership on operational strategy and representing the organization in high-level stakeholder negotiations.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Your Leadership, Our Mission: Steer the Future of BPA's Core Assets
This is a unique opportunity for a current BPA leader to step into a pivotal role as our new Asset Management Internal Operations Manager. Reporting directly to the Director of Infrastructure Asset Management, you will guide the operational backbone of our organization, directly influencing the long-term health, strategy, and performance of the transmission system that powers our region. We are looking for a visionary leader to take on the following key responsibilities:
- Serve as a Trusted Advisor: Act as the primary strategic advisor and expert consultant to the Director of Infrastructure Asset Management. You will provide critical analysis and recommendations on all aspects of internal operations, directly shaping high-level policy and long-range planning.
- Set Strategic Direction: Develop, implement, and evaluate the core programs and policies that ensure the effective and efficient management of our transmission assets. You will have the authority to set organizational goals and monitor progress, making adjustments to drive success.
- Lead and Empower Key Teams: Lead, mentor, and oversee the managers of the Financial Integrity & Analytics, Process & Data Systems, and Business Administration teams. You will foster a culture of excellence and delegate authority to your subordinate supervisors, holding them accountable for the performance of their groups.
- Drive Innovation and Efficiency: Champion the modernization of our business operations. You will make major recommendations on introducing automated processes, labor-saving technologies, and other improvements to reduce costs and maximize program effectiveness.
- Shape the Organization's Future: Make critical recommendations on the structure of your organization, long-range staffing needs, and key leadership positions. You will play a significant role in designing a team built for the future.
- Command Organizational Resources: Take full ownership of determining and allocating essential resources, including staff and funding. You are solely responsible for the effective and efficient use of these resources to achieve your organization's mission-critical objectives.
- Act as a Key Integrator: Coordinate program efforts across Transmission Services and other parts of BPA. You will ensure your team's strategies are fully integrated, breaking down barriers and enhancing collaboration with other agency leaders.
- Represent the Organization at a High Level: Serve as the face of Internal Operations in meetings with other managers and executive-level personnel. You will justify, defend, and negotiate to secure resources and gain compliance for your organization's strategic initiatives.
Salary : $159,408
