Position Summary
Provide leadership and oversight for the district’s Career and Technical Education programs to ensure rigorous, relevant, and innovative learning experiences that meet local, state, and federal standards while preparing students for future career and educational opportunities.
Minimum Requirements
- Master's Degree from an accredited college or university.
- Valid Texas teaching certification.
- Three (3) years teaching experience.
- Three (3) years of school leadership experience as a campus/district leader: assistant principal, principal, or curriculum coordinator.
- Must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the candidate.
Preferred Qualifications
- Five (5) years of school leadership experience in Career and Technology Education.
- Coaching or mentoring teachers in career/technical education.
- Planning and facilitating career/technical education professional development.
- Addressing equity issues relating to access and achievement in CTE education.
- Working successfully with multiple audiences, including, but not limited to, businesses, higher education faculty, administrators, teachers, parents/community members, and students as well as underserved student and parent populations.
- Researching, interpreting, analyzing, reporting, and utilizing data and evaluating processes and resources.
Knowledge, Skills, and Abilities
- Knowledge of District initiatives, including content standards, content area literacy, effective instruction, and assessment practices.
- Demonstrated ability to work with multiple grade levels, elementary and secondary.
- Knowledge of all applicable federal, state, and local laws, guidelines, and procedures of CTE.
- Knowledge of Texas CTE Standards and CTE educational issues and trends.
- Knowledge in the development of rigorous programs in science, technology, engineering, and math (STEM) courses.
- Ability to coordinate district functions.
- Ability to develop and manage programs and budgets.
- Ability to interpret policy, procedures, and data.
- Excellent organizational, communication, and interpersonal skills.
Essential Functions/Key Responsibilities
- Assists with the planning and development of goals, objectives, materials, methods, activities for K-16 articulation of CTE curriculum and instruction, and a K-16 long-range district CTE plan.
- Provide leadership and direction to all CTE courses and programs including P-TECH programming.
- Provide assistance to the T&L department in the planning and implementation of professional development offerings, including identification of the elements necessary to develop and provide such offerings.
- Engage in professional development to remain current with trends, demands, and emerging careers in a rapidly changing workforce.
- Observe, coach, and provide feedback to teachers regarding all aspects of CTE instruction, student engagement, and classroom environment.
- Develop effective, contemporary, professional, and responsive programs to meet area economic and workforce needs.
- Develop and implement a budget for CTE operations as well as assist in writing and compiling reports for grant funds including the Carl D. Perkins application.
- Conduct grant writing as needed to supplement funding and support the district career technology education long-range plan.
- Compile PEIMS information for career and technology funding; ensure student coding and course coding are accurate and up to date.
- Develop and propose new career and technology courses in accordance with Achieve Texas Career Clusters, and endorsements for the Foundations Graduation Program.
- Serve as an instructional coach for CTE teachers, grades K – 12.
- Collaborate with director of advanced academics on the development of career pathways, 6-year student plans to counselors, parents, students and community.
- Assist campus administrators on the scheduling of Career and Technology courses. Work with principals to ensure appropriate assignment of highly qualified teachers to course sections.
- Represent BISD CTE in external partnership committee meetings such as Skill Point Alliance, Health Industry Steering Committee, e3 Alliance, Texas Regional Collaboratives, Tech Prep., county and city organizations, etc.
- Interface with post-secondary institutions to coordinate programs, develop articulation agreements, implement dual credit opportunities and expand opportunities for all learners.
- Facilitate partnerships with business, industry, post-secondary institutions, PTA, public agencies, and civic and community organizations to promote and provide opportunities for BISD CTE students and teachers.
- Promote effective CTE student organizations with shared responsibility among teachers.
- Assist campus administrators in recruiting, interviewing, and recommending highly qualified teachers for CTE offerings as well as participate in the evaluation of CTE teachers by providing additional information.
- Support grant funded professional development activities that are related to STEM/CTE and coordinate the fair, equitable, and appropriate use of grant funds with the director of federal programs and grants.
- Promote a positive, caring, and supportive climate for learning and instruction; foster collegiality and team building among CTE staff members district wide.
- Daily attendance at work and punctuality are essential functions of the job.
- Foster and maintain a positive, respectful, and collaborative tone in all communications with internal and external stakeholders.
- Compile, maintain, and organize reports, records, and other required documentation.
- Adhere to all applicable federal and state laws, State Board of Education rules, board policies, and district regulations.
- Attend Board, administrative, staff, and public meetings as required.
- Follow established campus and district routines to ensure compliance and consistency in operations.
- Maintain confidentiality.
- Perform other duties as assigned.
