Assistant Superintendent for Human Resources

PERFORMANCE RESPONSIBILITIES

Candidates are responsible for, but not limited to, the following:

Labor Relations and Collective Bargaining

  • Serve as the District's lead labor relations officer, managing all aspects of the collective bargaining process across multiple bargaining
  • Participate as a member of the Board's negotiation team during collective bargaining, providing strategic guidance and ensuring proposals align with District priorities and fiscal responsibility.
  • Interpret and advise administrators, supervisors, and the Superintendent on the terms and application of all collective bargaining
  • Manage and resolve grievances, arbitrations, and contract disputes in coordination with District legal
  • Ensure consistent and equitable implementation of all collective bargaining agreements across all schools and departments.
  • Monitor legislative and regulatory developments related to the Taylor Law, PERB, and labor relations in New York
Civil Service and Legal Compliance
  • Demonstrate thorough knowledge of New York State Civil Service Law and ensure all personnel actions involving classified staff comply with applicable statutes and
  • Oversee civil service examination processes, eligible list management, provisional appointments, and certification procedures in compliance with Westchester County Civil Service
  • Ensure District compliance with all applicable state and federal employment laws, including but not limited to EEO, ADA, FMLA, Title VII, and the Education Law of New York
  • Appear in court, agency hearings, PERB proceedings, and other forums to represent the District as
  • Provide guidance to supervisors on employee rights, due process, disciplinary procedures, and legal obligations under Section 75 and Section 3020-a of Education
Recruitment, Hiring, and Workforce Planning
  • Lead and implement strategic recruitment practices designed to attract and retain highly qualified, diverse candidates for all instructional and non-instructional
  • Oversee the posting, advertising, screening, and interviewing of all staff vacancies in collaboration with principals and department
  • Ensure candidate credentials, certifications, and qualifications conform to applicable contracts and state law prior to Board recommendation.
  • Develop and maintain a robust substitute teacher and substitute teaching assistant hiring system to ensure consistent coverage across all
  • Serve as the District's liaison with teacher preparation programs, colleges, and universities for student teacher and intern placements.
  • Lead workforce planning efforts that anticipate staffing needs, address vacancies proactively, and align human capital strategy with District
Employee Records and Personnel Management
  • Oversee the management and integrity of all employee personnel files, ensuring accuracy, confidentiality, and compliance with applicable retention
  • Supervise the accurate collection, recording, and reporting of Basic Educational Data System (BEDS) information and other required state personnel
  • Maintain and update rosters for all District schools and departments to reflect current staffing, certifications, salary, and seniority.
  • Coordinate and administer FMLA, ADA accommodations, and other leave-related processes in compliance with applicable
  • Oversee the District's Employee Assistance Program (EAP) and serve as the administrative liaison for staff referrals.
Post-Reconfiguration and Change Management
  • Manage all human resources implications of the District's school reconfiguration, including staff displacement, seniority-based reassignment, and the resolution of related grievances or
  • Support staff through organizational change with clear communication, empathy, and a commitment to fairness and
  • Work collaboratively with union representatives and district leadership to resolve reconfiguration-related personnel matters expeditiously and in good
  • Ensure that all reconfiguration-related personnel actions are documented, legally compliant, and consistent with contractual
Staff Development Atid Organizational Culture
  • Design and implement orientation and onboarding programs for staff new to the
  • Collaborate with district leadership to identify and address professional development needs across employee groups.
  • Foster a culture of equity, inclusion, and respect within the Human Resources office and across the District's workforce.
  • Supervise and support the Human Resources office clerical and professional

Performs such other tasks and assumes such other responsibilities as determined by the Superintendent of Schools.

QUALIFICATIONS

  • New York State Administrator Certification (SDA or SDL required)
  • Minimum of five (5) years of progressively responsible administrative experience in human resources, preferably in a public school district or comparable public sector setting
  • Demonstrated knowledge of New York State Civil Service Law, the Taylor Law, and collective bargaining in a multi-union environment
  • Proven experience serving on or leading labor negotiations teams
  • Strong command of New York State Education Law, including disciplinary procedures under Sections 75 and 3020-a
  • Experience managing EEO, ADA, FMLA, and related employment compliance programs
  • Excellent written and oral communication skills, including the ability to interpret and present complex legal and contractual information clearly
  • Demonstrated ability to work effectively in a high-pressure, rapidly changing environment with multiple competing priorities
  • Proven capacity to build trust and maintain productive relationships with union leadership, staff, and district administrators
  • Strong organizational skills with attention to detail, accuracy, and confidentiality
  • Experience with human resources information systems and personnel data management
