Position Summary
Bluewater is seeking a Project Manager to lead the planning, execution, and delivery of outside plant (OSP), fiber, civil construction, and low-voltage infrastructure projects. This role is responsible for keeping projects on schedule, on budget, and aligned with client requirements from kickoff through closeout. The PM is the single point of accountability for project outcomes and the primary client-facing contact for day-to-day project matters.
Job Responsibilities
- Coordinate internal resources, subcontractors, and vendors to deliver projects on time, within scope, and on budget
- Define project scope, objectives, and deliverables in coordination with leadership, Engineering, and Operations; confirm technical feasibility before work begins
- Develop and maintain detailed project plans, schedules, and budgets using Smartsheet, MS Project, or equivalent tools
- Manage changes to scope, schedule, and cost through documented change orders and client approvals
- Track project performance using KPIs (production rates, budget burn, schedule adherence, quality metrics) and report status to leadership and clients on a defined cadence
- Run client meetings to capture requirements, clarify deliverables, and work through issues as they arise
- Perform risk management throughout the project lifecycle; identify risks early, mitigate where possible, and escalate when appropriate
- Build and maintain relationships with subcontractors, vendors, permitting authorities, and utility coordinators
- Maintain comprehensive project documentation including plans, submittals, RFIs, change orders, daily reports, and closeout packages
- Delegate tasks to junior PMs, coordinators, and field leadership based on skill set and workload
- Step in directly to move work forward when needed to meet billing milestones or client deadlines
- Coordinate with Accounting on project billing, outstanding balances, and financial reconciliation with the client's project manager
- Review and QC engineering deliverables before they go to the client; design work directly when project conditions require it
- Develop spreadsheets, diagrams, and process maps to document workflows and requirements
- Attend industry conferences, client training, and certification sessions as required
Required Qualifications
- 3 years of project management experience in OSP, fiber, civil construction, telecommunications, or related infrastructure work
- Demonstrated experience managing projects with multiple concurrent work fronts and mixed in-house and subcontracted labor
- Working knowledge of AutoCAD or similar; able to review design deliverables and communicate design intent to field crews
- Strong working knowledge of Microsoft 365 (Excel, Word, Outlook, Teams, SharePoint)
- Experience with project management tools (Smartsheet, MS Project, Procore, or equivalent)
- Excellent written and verbal communication; comfortable in front of clients, internal leadership, and field crews
- Strong organizational skills with proven ability to manage competing priorities and deadlines
Preferred Qualifications
- PMP certification or equivalent
- Experience with both aerial and underground construction
- Prior work on projects involving low-voltage systems, cameras, sensors, or other technology infrastructure deployments
- Experience managing projects under government contracts (federal, state, or municipal)
- Familiarity with fiber splicing, OTDR testing, and as-built documentation standards
- Bilingual (English/Spanish) a plus
Work Environment
- Primarily office-based at the Orlando headquarters with regular site visits to active projects
- In-state travel required; occasional out-of-state travel for client meetings or project oversight
- Occasional evening or weekend work during critical project phases or client-driven schedule events
Salary : $75,000 - $90,000
