We are building a team for the anticipated Department of State Global Mission Operations Support (GMOS) effort supporting the Bureau of Diplomatic Technology, Enterprise Applications Directorate, Office of Consular Systems and Technology.
About the Role
Design, develop, maintain, and deliver instructor-led, virtual, self-paced, and performance-support training for global consular systems and applications. This position supports the Department of State Consular Affairs global information technology environment, which includes domestic and overseas facilities, on-premises infrastructure, cloud platforms, applications, databases, and enterprise support services. This is a contingent position based on contract award and final customer requirements.
What Youll Do
Analyze training needs, audiences, system changes, job tasks, and performance gaps for consular technology users.
Design and develop curricula, courseware, lesson plans, instructor guides, student guides, job aids, quick-reference materials, videos, manuals, and assessments.
Deliver virtual and in-person training using Adobe Connect or comparable platforms and support global classroom delivery.
Coordinate course schedules, logistics, facilities, technology, materials, enrollment, and communications with Federal training institutions and stakeholders.
Maintain training content for a broad portfolio of systems and applications and update materials as functionality, policy, and procedures change.
Collect and analyze learner feedback, completion data, assessment results, and performance metrics to improve training effectiveness.
Travel domestically or internationally to deliver training when required.
Minimum Requirements
3 years of instructional design, curriculum development, technical training, or IT training delivery experience.
Experience developing multimodal training materials, including curricula, job aids, videos, manuals, and assessments.
Proficiency with Adobe Connect or another virtual-learning platform.
Strong facilitation, presentation, technical writing, and stakeholder-coordination skills.
Ability to travel for in-person training, including potential international travel.
Active Secret clearance.
Preferred Qualifications
Experience training users on Federal, visa, passport, or consular systems.
Experience coordinating with the Foreign Service Institute or another Federal training organization.
CPTD, ATD, instructional design, Adobe, or learning-technology certification.
