Blue Rose Consulting Group is seeking a detail-oriented Knowledge Management & Records Specialist to modernize, govern, and maintain a SharePoint Online environment at Army Headquarters in the Pentagon.

In this mid-level role, the Knowledge Management & Records Specialist will help drive the restructuring of document architecture, automate collaboration processes, and enforce Department of War (DoW) records management and retention standards.

This role requires a strong technical foundation in SharePoint, an eye for streamlined process design, and hands-on experience leveraging Microsoft Purview, Power Automate, and Power BI within a secure government environment.

Job ResponsibilitiesSharePoint Architecture & Data Migration
  • Redesign and restructure SharePoint Online sites, document libraries, and metadata frameworks to align with Army information management standards.
  • Improve information discoverability and operational efficiency within the SharePoint environment.
  • Execute structured data migrations from legacy local file shares or disorganized collaboration spaces into secure, standardized SharePoint architectures.
  • Perform data cleanup, de-duplication, and remediation to support compliance and reduce unnecessary data storage.
Process Design & Workflow Automation
  • Analyze current staff workflows and design streamlined, standardized processes for gathering, reviewing, and publishing official documentation across directorates.
  • Build, test, and maintain automated business processes using Power Automate.
  • Develop automated workflows supporting:
    • Task routing
    • Staffing reviews
    • Document lifecycle management
  • Identify and address administrative bottlenecks within military headquarters operations.
  • Support continued process optimization and workflow standardization.
Records Management & Compliance
  • Implement and manage records management policies, retention schedules, and disposition rules in accordance with Army and federal mandates.
  • Utilize Microsoft Purview to configure:
    • Retention labels
    • Sensitivity labels
    • Automated disposal workflows
  • Support adherence to data governance and security protocols.
  • Maintain organized repositories in support of periodic audits and data calls.
  • Support preparation for Freedom of Information Act (FOIA) and Congressional inquiries.
  • Apply federal or DoW records management guidelines and National Archives and Records Administration (NARA) standards.
Analytics & Reporting
  • Develop and maintain Power BI dashboards and analytics reports.
  • Monitor and report on:
    • SharePoint site health
    • User adoption
    • Storage utilization
    • Compliance tracking
  • Present actionable data insights to leadership.
  • Support continuous improvement in information sharing through data-driven reporting.
Minimum Qualifications
  • 5 years of professional experience in information management, knowledge management, SharePoint administration, or data operations.
  • Experience within a federal, defense, or military headquarters environment preferred.
  • Solid working knowledge of SharePoint Online architecture and site configuration.
  • Experience with SharePoint functionality including:
    • Custom lists
    • Document libraries
    • Modern web parts
  • Hands-on experience building cloud flows using Power Automate.
  • Experience generating operational reports using Power BI.
  • Familiarity with federal or DoW records management guidelines.
  • Familiarity with National Archives and Records Administration (NARA) standards.
  • Familiarity with Microsoft Purview.
  • Exceptional attention to detail.
  • Strong cross-functional communication skills.
  • Ability to work effectively on-site in a fast-paced, mission-critical environment.
