Program Manager

Position Overview

The Test Systems Integrated Program Manager (IPM) is responsible for leading sub IPMs and multidisciplinary engineering teams, managing technical execution, and overseeing multiple contracts and projects. The role partners closely with program leadership and functional teams to drive cost, schedule, and performance outcomes while maintaining strong customer and stakeholder relationships.

Key deliverables for this role

Lead technical execution and oversee all phases of assigned projects

Manage multidisciplinary engineering teams and align deliverables with program objectives

Coordinate program planning, EVM activities, and proposal development

Prepare and deliver reviews, performance updates, and customer communications

Optimize project performance through data analysis, problem solving, and process improvements

Success is defined by consistently delivering program objectives on schedule, effectively leading cross functional teams, maintaining strong internal and customer relationships, and ensuring test system execution meets cost, technical, and performance expectations.

Education Required:

• Bachelor’s Degree in Science, Technology, Engineering, or Mathematics (STEM)
• OR an advanced degree

Years of Experience Required:

• Minimum of 10 years of prior relevant experience with a Bachelor’s Degree
• OR 7 years of experience with an advanced degree

• Experience with program management tools including:
• Earned Value Management System (EVMS)
• Integrated Master Plan (IMP)
• Integrated Master Schedule (IMS)
• Risk and Opportunity Management
• Experience managing:
• Budgets
• Schedules
• Estimate at Complete (EAC) processes
• Financial performance report generation
• Test Systems Engineering or equivalent engineering programs
