Blackrock Strategy LLC is a Veteran-Owned risk management and national security consulting firm that supports government clients with advanced training development, C2ISR/SATCOM readiness, and enterprise sustainment. We are looking for a Senior Trainer/Curriculum Developer to provide expert-level instructional leadership, curriculum development, and training program management in support of USSOCOM C2ISR and SATCOM mission environments. This role involves designing, delivering, and governing enterprise-wide technical training aligned with modernization, engineering integration, and lifecycle sustainment requirements.
Location: Tampa, FL (Remote considered for highly qualified applicants)
Travel: CONUS/OCONUS may be required
Clearance: TS/SCI eligibility required
Key Responsibilities
- Provide instructional leadership for C2ISR and SATCOM training programs
- Design and implement advanced technical curricula for ISR and SATCOM systems
- Conduct training needs assessments and job-task analyses
- Develop modular, scenario-driven courses and simulation-based labs
- Ensure compliance with SCORM/xAPI, Section 508, DoD training standards, and RMF
- Coordinate with engineering, cybersecurity, and operations teams
- Oversee content development, version control, and LMS/LRS configuration management
- Apply the ADDIE methodology to build measurable learning objectives
- Conduct data-driven analysis to refine course effectiveness
- Synchronize training delivery with system fielding and configuration updates
- Lead instructor qualification programs and conduct peer reviews
- Produce instructor guides, student manuals, job aids, and reference materials
- Drive continuous improvement through AARs and operational feedback
Required Qualifications
- U.S. Citizenship
- TS/SCI eligibility required
- IAT II certification REQUIRED (CCNA-Security, CySA , CND, or Security )
- Cisco CCNA or higher REQUIRED
- 10 years of experience in instructional design, curriculum development, C2ISR/SATCOM, or related areas
- Experience supporting C2ISR, SATCOM, ISR networking, or mission-system training
- Experience producing SCORM/xAPI and Section 508-compliant courseware
- Background supporting DoD, USSOCOM, or similar mission environments
Required Skills & Abilities
- Strong technical writing and instructional design skills
- Ability to translate complex engineering and operational workflows into training
- Excellent curriculum management and documentation discipline
- Experience collaborating with engineering, cybersecurity, and operations teams
- Proficiency with LMS/LRS, SCORM/xAPI, and structured version-control processes
- Ability to work in classified, high-tempo environments
- Strong analytical skills to measure learner performance and training outcomes
Preferred Qualifications
- Experience supporting SOF, USSOCOM, or high-operational-tempo commands
- Familiarity with ISR mission systems, SATCOM terminals, FMV transport, tactical networks, or C2ISR architectures
- Knowledge of RMF, configuration management, and modernization initiatives
- Experience leading instructor teams or enterprise training programs
- Bachelor’s degree in Instructional Design, Engineering, Communications, or related field
