Position Summary
The Regional Site Manager provides operational and programmatic leadership for the AbilityOne/SourceAmerica federal commissary contract at Offutt Air Force Base. This position is responsible for the overall performance, compliance, staffing, and quality of contracted services while supporting the employment and development of individuals with intellectual and developmental disabilities. The Regional Site Manager directly supervises site-level staff, serves as the primary point of contact for contract relationships, and ensures that operations consistently meet federal contract standards, mission outcomes, and BHW’s organizational values.
Education and Experience
- Bachelor’s degree from an accredited college or university is a plus; experience and skillset are equally valued and may be substituted for degree, depending on length and scope.
- Experience in operations management, federal contracting, or a related field preferred; prior supervisory experience that includes managing a team lead or manager is strongly preferred.
- Experience working with individuals with intellectual and developmental disabilities (IDD) preferred.
- Experience in AbilityOne or SourceAmerica environments a plus.
Required Skills and Abilities
- Demonstrated ability to manage contract operations, including staff deployment, scheduling, and performance oversight.
- Strong knowledge of or ability to learn AbilityOne program requirements, Statement of Work compliance, and JWOD/Department of Labor regulations.
- Ability to lead, coach, and develop site-level managers and frontline staff in a way that reflects BHW's person-centered mission.
- Proficiency in budget monitoring, labor cost management, and contract reporting.
- Strong written and verbal communication skills, including the ability to communicate professionally with federal customers and internal leadership.
- Ability to analyze operational data, identify trends, and develop practical solutions.
- Working knowledge of federal contract compliance requirements, including the Statement of Work, Service Contract Act, and AbilityOne program standards.
- Strong leadership presence with the ability to develop others, navigate difficult personnel situations, and make sound decisions under pressure.
- Ability to pass a criminal background check and drug screening.
- Must meet requirements for access to Offutt Air Force Base.
- Valid driver's license and reliable transportation required.
Duties and Responsibilities
- Provide direct supervision and leadership to the Commissary Manager, including regular performance feedback, formal evaluations, professional development, and accountability for operational outcomes.
- Oversee daily commissary operations, ensuring compliance with the Statement of Work and all contractual obligations.
- Serve as the primary operational point of contact for federal customers at Offutt Air Force Base, maintaining professional relationships and addressing concerns in a timely and effective manner.
- Ensure the site meets all Department of Labor, Service Contract Act, and AbilityOne/SourceAmerica program compliance requirements.
- Monitor and manage labor budgets, scheduled hours, and expenses, identifying variances and taking corrective action as needed.
- Coordinate staffing operations including scheduling, coverage planning, and deployment of staff to meet operational needs.
- Support the recruitment, onboarding, training, and retention of site-level staff in coordination with Human Resources.
- Oversee documentation standards including incident reports, Therap records for individuals supported, safety documentation, and all contract-required reporting.
- Ensure SDS sheets, HazMat forms, and all safety compliance documentation are current, accurate, and accessible at each site.
- Support and oversee the employment of individuals with intellectual and developmental disabilities, ensuring a person-centered approach that promotes growth, skill development, and meaningful work.
- Assist in the development of contract proposals, pricing strategies, and contract modifications and renewals in collaboration with the Director of Employment Services.
- Communicate operational updates, staffing issues, and performance data to the Director of Employment Services on a consistent basis.
- Serve as the primary escalation point for operational, personnel, and contract compliance issues, exercising sound judgment to resolve concerns at the site level before escalating to the Director of Employment Services as appropriate.
- Represent BHW professionally in all interactions with federal partners, SourceAmerica representatives, and community stakeholders.
- Oversee the upkeep and maintenance of BHW transportation vehicles used in support of contract operations, ensuring vehicles are in safe working condition and maintenance schedules are followed.
- Perform other duties as assigned by the Director of Employment Services.
