Position Summary
The Commissary Manager is responsible for the operational oversight and daily execution of commissary services at Offutt Air Force Base under Black Hills Works’ AbilityOne/SourceAmerica federal contract. This position directs merchandise receiving, processing, stocking, rotation, and sanitation operations in accordance with the contract Statement of Work and Defense Commissary Agency (DeCA) standards. The Commissary Manager leads, supervises, and supports a workforce of individuals with intellectual and developmental disabilities, ensuring quality performance, regulatory compliance, and a person-centered work environment consistent with BHW’s mission.
Education and Experience
- Bachelor’s degree from an accredited college or university is a plus; experience and skillset are equally valued and may be substituted for degree, depending on length and scope.
- Experience in a retail, warehouse, commissary, or operations supervisory role preferred.
- Experience working with individuals with intellectual and developmental disabilities (IDD) preferred.
- Experience in federal contracting or AbilityOne environments a plus.
- Ability to lead, coach, and support individuals with disabilities in a work setting with patience, consistency, and professionalism.
- Strong organizational skills with the ability to manage multiple priorities in a fast-paced environment.
- Ability to read and interpret a Statement of Work and translate requirements into daily operations.
- Proficiency in scheduling, staffing, and basic documentation and recordkeeping.
- Strong written and verbal communication skills.
- Ability to pass a criminal background check and drug screening.
- Must meet requirements for access to Offutt Air Force Base.
Duties and Responsibilities
- Direct all shelf stocking, merchandise rotation, and product facing operations throughout the commissary in compliance with DeCA planogram standards and contract specifications.

Oversee the receiving, breakdown, sorting, and staging of inbound freight for distribution and replenishment throughout the store.
Ensure the completion of all sanitation, housekeeping, and facility maintenance duties within the commissary in accordance with the Statement of Work and applicable health and safety standards. - Provide direct supervision, job coaching, and performance support to employees with intellectual and developmental disabilities, fostering skill development, workplace integration, and sustained employment outcomes.

Develop and manage employee work schedules to ensure adequate coverage and operational continuity in fulfillment of all contract obligations.
Coordinate workforce management activities including recruitment support, onboarding, performance documentation, and progressive discipline in partnership with the Regional Site Manager and Human Resources. - Maintain accurate and timely operational records including timekeeping, incident documentation, daily activity logs, and required Therap documentation for individuals supported.

Ensure full compliance with all applicable Department of Labor regulations, Service Contract Act requirements, and AbilityOne/JWOD program standards.
Maintain current Safety Data Sheets (SDS) and all required HazMat documentation, ensuring materials are accessible to employees and compliant with OSHA and contract requirements. - Oversee the care, maintenance, and serviceability of government-furnished and BHW-owned equipment in accordance with contract requirements and applicable property management standards.
- Identify and communicate operational needs, staffing gaps, and quality concerns to the Regional Site Manager in a timely manner.
