GENERAL RESPONSIBILITIES: The Manager of the Teaching & Learning Center (TLC) and Online Learning provides strategic leadership, operational oversight, and programmatic direction for the TLC and all districtwide instructional support for all course delivery methods. The Manager sets the strategic direction for instructional design, faculty development, and learning technologies, ensuring alignment with institutional priorities and regulatory requirements. This role leads to the development and execution of the TLC strategic plan, provides oversight for faculty professional learning, and directs the College’s participation in the Online Course Exchange (OCE). The manager serves as the district’s primary representative to Illinois Community Colleges Online (ILCCO) and the State Authorization Reciprocity Agreement (SARA).
Working through the leadership of assigned staff, the Manager collaborates with academic leadership, student services, and technology teams to advance teaching excellence, ensure compliance, and scale high-quality learning experiences.DESCRIPTION OF ESSENTIAL DUTIES:  
  1. Provide strategic leadership and manage daily operations of the TLC and Online Learning across the district, including Quad Cities, East Campus, and College centers.
  2. Oversee TLC facilities at Quad Cities and East Campus.
  3. Provide direct supervision to TLC staff responsible for the implementation of faculty development, instructional design, and learning technology services
  4. Provide strategic oversight for the learning management system (LMS) operations and instructional technologies, with day-to-day administration managed by assigned staff.
  5. Manage participation in the Online Course Exchange (OCE) and serve as primary liaison for SARA, ILCCO, and other external consortia.
  6. Plan, develop, and implement the districtwide TLC strategic plan, grounded in faculty needs and institutional priorities.
  7. Monitor faculty development trends and best practices; integrate effective approaches to advance learner-centered teaching and equitable outcomes.
  8. Assess faculty development needs and ensure the creation of responsive training programs and resources through TLC staff.
  9. Design and provide oversight for onboarding, orientation, and mentoring programs.
  10. Provide leadership and direction for faculty support services and Communities of Practice.
  11. Partner with internal units to create shared processes, communications, and technologies (web, facilities, help resources, training).
  12. Oversee implementation and maintenance of instructional technologies (e.g., LMS) and related tools that impact faculty and staff.
  13. Provide strategic oversight for the Syllabus Management System.
  14. Ensure institutional compliance with accessibility standards through established processes, monitoring, and staff oversight.
  15. Support planning for Assembly Day and other major professional development events.
  16. Collaborate with the Learning Assessment and Data Strategy Manager to support faculty and instructional leaders in assessing student learning at the course, program, and institutional levels.
  17. Support grant planning, writing, implementation, and evaluation where the TLC contributes.
  18. Manage TLC-related budgets (including grants when applicable) and supervise assigned staff.
  19. Maintain a satisfactory Motor Vehicle Record (MVR) as required.
  20. Perform other job-related duties as assigned.
EDUCATION AND EXPERIENCE
Required Qualifications
  1. Master’s degree from an accredited institution.
  2. Demonstrated experience in curricular development, instructional design, delivery, and assessment.
  3. Demonstrated familiarity with learning technologies and contemporary instructional techniques.
  4. Strong project management, analytical, and team-building skills.
  5. Evidence of effective decision-making and professional judgment.
  6. Evidence of the ability to design, implement, and effectively facilitate faculty and staff development programs.
  7. Demonstrated ability to build and maintain positive working relationships with internal and external stakeholders, including educational administrators, faculty, staff, and other constituent groups, in support of academic excellence.
  8. Ability and willingness to work additional hours outside of normal business hours, as required to fulfill job responsibilities.
Preferred Qualifications
  1. Doctorate from an accredited institution.
  2. College-level teaching experience in face-to-face, hybrid, and online modalities.
  3. Experience with multimedia development and the integration of instructional technology into the learning process.
  4. Experience in grant writing, project administration, and budget management.
  5. Supervisory or personnel management experience.

Salary : $56,307 - $63,519
