Director for Institutional Effectiveness and Teaching and Learning

REPORTS TO: Vice President for Instruction
TYPE OF SUPERVISION GIVEN TO OTHERS:  Learning Assessment and Data Strategy Manager, Research Analyst Administrator, Senior Research Analyst and Data Warehouse Manager, and the Manager of the Teaching and Learning Center and Online Learning.
GENERAL RESPONSIBILITIES: Provides leadership for institution-wide research, planning, accreditation (HLC), assessment, institutional effectiveness, and information dissemination. Provides strategic leadership and oversight for the Teaching and Learning Center and Online Learning to ensure alignment of faculty development, instructional innovation, instructional technology, online learning, and student learning assessment with institutional priorities and accreditation expectations.DESCRIPTION OF ESSENTIAL DUTIES:  
Institutional Effectiveness

1. Provides leadership for institution-wide planning, assessment, accreditation, and continuous quality improvement initiatives to improve institutional effectiveness and student success.
2. Provides leadership in the use of institutional, assessment, and student success data to support evidence-based planning and decision-making across the College.
3. Designs, implements, and evaluates the technical assistance provided to all College units in developing and implementing strategies to assess and improve College effectiveness in accordance with accrediting agency guidelines and College expectations.
4. Advises the president, vice presidents, deans, department chairs, program directors, coordinators, and others of developments and trends in institutional effectiveness.
5. Coordinates the preparation and submission of required institutional reports for state and federal agencies.
6. Provides leadership for institution-wide strategic planning and the process of internal and external data gathering.
7. Analyzes and interprets institutional effectiveness measures and outcomes, identifying for the College the progress and status in attaining objectives and revises, in accordance with those findings, the objectives and plans for institutional effectiveness.
8. Oversees institutional data systems and reporting resources to support planning, assessment, enrollment management, decision-making, and continuous improvement.
9. Serves as the College’s HLC accreditation liaison and leads all activities related to reaffirmation, reporting substantive changes, and meeting other requirements to maintain compliance with HLC.
10. .Represents the College in institutional, community, professional, and accreditation-related activities and initiatives.

Teaching and Learning 

1. Provides strategic leadership and administrative oversight for the Teaching and Learning Center and Online Learning.
2. Supervises and evaluates the Manager of the Teaching and Learning Center and Online Learning and ensures alignment of TLC priorities with institutional goals.
3. Supports the development and implementation of district-wide faculty development, instructional innovation, and online learning initiatives.
4. Collaborates with academic leadership to ensure teaching and learning initiatives support student success, assessment of learning, accreditation requirements, and continuous quality improvement.
5. Oversees strategic planning, budget development, resource allocation, and operational effectiveness of the Teaching and Learning Center.
6. Reviews and evaluates outcomes related to faculty professional development, instructional design services, learning technologies, and online learning.
7. Supports institutional compliance related to online learning, accessibility, distance education, and applicable state and federal regulations.
8. Promotes collaboration among Academic Affairs, Institutional Effectiveness, Information Technology Services, and Teaching and Learning Center personnel to advance instructional excellence.
9. Supports grant development, implementation, and reporting activities related to teaching, learning, faculty development, and educational innovation.

DESCRIPTION OF OTHER DUTIES:  

1. Represents Black Hawk College at certain meetings and forums in the region, state, and nation.
2. Communicates effectively with all College officers, deans, department chairs, faculty, and staff.
3. Performs other job-related duties as assigned.

EDUCATION AND EXPERIENCE:  

1. Master's degree required in educational administration, higher education, business, organizational leadership, or a related field.
2. Minimum of five years' progressively responsible leadership experience in institutional effectiveness, accreditation, assessment, faculty development, teaching and learning, or related areas in higher education.
3. Demonstrated knowledge of assessment methodologies, institutional and program effectiveness, strategic planning, accreditation processes, and continuous quality improvement.
4. Demonstrated experience working collaboratively with faculty, academic leaders, and administrators in both individual and group settings.
5. Experience leading cross-functional initiatives and supervising professional staff.
6. Demonstrated experience in one or more of the following areas: faculty development, instructional design, online learning, instructional innovation, or learning technologies.
7. Experience with strategic planning, budget development, project management, and data-informed decision-making in higher education.
8. Experience working with institutional accreditation processes, including Higher Learning Commission (HLC) accreditation activities.
9. Excellent oral, written, organizational, and interpersonal communication skills.
