Senior Financial Analyst III (Program Manager)
About the Role
BizFirst is seeking a Senior
Financial Analyst III (PM) to support Commander, Naval Surface Forces, U.S.
Pacific Fleet in San Diego.
This position provides Financial
Improvement and Audit Remediation (FIAR) leadership support to the CNSP Comptroller,
delivering financial analysis, audit readiness, system support, and training
services. The Lead Financial Program Analyst will ensure effective and
efficient execution of the CNSP Financial Management Program.
Required Qualifications
- Bachelor’s degree in Accounting,
Finance, or Business from an accredited United States college or
university
- Minimum of 5 years of relevant FIAR
experience (within the last two years)
- Recent experience (within the
last two years) serving as a Lead Financial Program Analyst
- Experience planning, directing,
coordinating, and analyzing financial activities of a branch, office, or
department
- Experience recommending
alternative funding methods to meet financial program objective
- Experience generating reports
and analysis thru Navy Enterprise Resource Planning (N-ERP), Defense
Travel System (DTS), Wide Area Workflow (WAWF), Advana, Jupiter,
Microsoft Access databases, Excel, and Power BI
- Secret Clearance (required)
Primary Responsibilities
Program Leadership & Financial Oversight
- Serve as Lead Financial Program
Analyst with full authority for contractor performance and daily contract
operations
- Plan, direct, coordinate, and
analyze accounting and financial activities to ensure efficient use of
resources
- Support budget development, cost
tracking, financial reporting, and recommend corrective actions based on
variance analysis
Financial Systems & Audit Readiness Support
- Generate regular and ad-hoc
financial reports using Navy ERP (N-ERP), DTS, WAWF, Advana, Jupiter,
Microsoft Access, Excel, and Power BI
- Perform trial balance
reconciliations, variance analysis, abnormal balance resolution, and
feeder system validation
- Support audit readiness, contract
compliance reviews, and financial documentation integrity across CNSP
Training, Process Improvement & Program Management
- Develop and sustain N-ERP
training strategies and update SOPs, desk guides, and learning materials
- Identify process improvements
across financial and business systems to strengthen compliance and
efficiency
- Provide administrative and
program support including meeting coordination, briefing materials, agenda
development, and action tracking
Impact
- Strengthen financial integrity
and audit readiness across CNSP surface forces operations
- Improve financial transparency,
reporting accuracy, and compliance posture
- Ensure effective execution of the
CNSP Financial Management Program in support of operational readiness
