About the Role:
BizFirst is seeking a DoW Budget
and Funds Reconciliation Consultant to support a Department of War (DoW)
customer with enterprise-level budget execution, funds control, and financial
reporting efforts. This role focuses on applying deep knowledge of the DoW
budget cycle, fiscal law, and appropriations management to ensure accurate
budget tracking, reconciliation, and audit-ready execution across the
department.
The ideal candidate will have
extensive experience navigating DoW budget formulation and execution processes,
reconciling appropriated funds across the budget lifecycle, and ensuring
compliance with financial management regulations and reporting requirements.
Key Responsibilities:
• Serve as a subject matter expert on
the DoW budget cycle, including Planning, Programming, Budgeting, and Execution
(PPBE)
• Track appropriations through apportionment, allocation, allotment,
commitment, obligation, and outlay stages
• Perform complex budget and funds reconciliation across multiple financial and
feeder systems
• Apply fiscal law and DoW Financial Management Regulation guidance to validate
funding availability and use
• Identify, research, and resolve funding discrepancies, execution variances,
and control weaknesses
• Support budget execution reporting and analysis to ensure regulatory
compliance and audit readiness
• Advise leadership on funding status, execution risks, and corrective action
strategies
• Reconcile budgetary balances between systems to ensure alignment with
official records
• Support documentation and reporting requirements aligned with internal
controls and oversight standards
Required Qualifications:
• Expert knowledge of the Department
of War’s budget cycle from congressional appropriation through execution
• Thorough understanding of the PPBE process and OMB apportionment procedures
• Strong familiarity with allocation, allotment, commitment, obligation, and
outlay stages within DoW
• Proficiency in applying fiscal law and DoW Financial Management Regulation
• Deep understanding of purpose, time, and amount limitations across
appropriations (Military Personnel; Operation and Maintenance; Procurement; RDT&E)
• Demonstrated ability to perform complex budget reconciliation and resolve
execution discrepancies
• Experience navigating DoW accounting and budget execution systems
• Ability to ensure financial activities are compliant, controlled, and
audit-ready
• Bachelor’s degree in Accounting, Finance, or a related field
Preferred Qualifications:
• Experience supporting the Office of
the Secretary of Defense (OSD) or other major DoW components
• CPA, CGFM, or CDFM certification preferred
• Familiarity with enterprise resource planning (ERP) or financial systems such
as DAI, DEAMS, GFEBS, DCAS, or similar
• Master’s degree in a related field
