- Technical Environment: The agency utilizes MS Windows Laptops. The software environment includes Microsoft Project, Microsoft Office, SharePoint, and the IBM Rational Suite.
Project Scope & Day-to-Day Tasks
- Project Assignment: New York State of Health (NYSOH) — New York''s official health plan marketplace.
- Core Responsibilities:
- Support ongoing operational activities for IT systems consistent with enrollment goals and governing laws.
- Work closely with NYSOH program staff, vendors, and stakeholders to define system requirements and handle Operations and Maintenance (O&M).
- Apply a wide range of tools and techniques to elicit, analyze, communicate, and validate requirements, as well as troubleshoot production issues.
- Provide regular status updates to upper management regarding project risks, issues, and mitigation plans.
- Guide requirements gathering meetings to define system functionality and current operations.
- Coordinate and document the resolution of requirements, gaps, and technical design comments with business and vendor teams.
- Evaluate system design, development, and testing to confirm results line up with system or business processes.
- Analyze and revise flow charts, process models, and technical specifications describing "as-is" or "to-be" IT systems.
- Complete mandatory New York State GOER (Governor''s Office of Employee Relations) trainings.
- Transfer knowledge gained to state staff directly, providing written documentation as required.
Mandatory & Requested Qualifications
- IT Systems Analysis: Minimum of 84 months of experience in Information Technology analyzing and supporting interconnecting business processes, software systems, and applications.
- System Architecture: Minimum of 84 months of experience documenting, proposing, and developing system architectures and software solutions for enterprise-wide systems.
- Requirements Validation: Minimum of 84 months of experience researching, documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle.
- Affordable Care Act (ACA) Context: Minimum of 72 months of experience working on the NYS Affordable Care Act (ACA) or another State-based or Federal health exchange.
- Eligibility Rules: Minimum of 60 months of experience with State-based or Federal health exchanges specifically focused on eligibility determination rules and Federal ACA rules.
- EDI 834 Transactions: Minimum of 60 months of experience with Electronic Data Interchange (EDI) 834 transactions generated by a State-based health exchange for Medicaid, CHP, and Essential Plan program recipients.
- Java & Full Stack Development: Minimum of 60 months of experience developing applications using Java/J2EE, Spring Boot, and Full Stack technologies, alongside using Angular for front-end development.
- Education Requirement: Requires a Bachelor’s Degree in Information Technology or Computer Science.
