Position Description
A senior professional with deep expertise in business analysis methodologies, driving complex technology projects. They excel at eliciting requirements, designing solutions, and ensuring alignment between business objectives and technical implementations, frequently leading strategic initiatives and mentoring junior analysts.
Day-to-Day Responsibilities
- Provide guidance throughout the System Development Life Cycle (SDLC).
- Identify and scope the stated business problem; provide guidance and recommend/execute the best approach.
- Act as a liaison to stakeholders and Subject Matter Experts (SMEs) to elicit, analyze, communicate, validate, and verify requirements for complex changes to current and new business processes, policies, and information systems.
- Convey software user demands clearly to developers via articulated artifacts.
- Create "as-is" and "to-be" business process flows to ensure systems meet agency needs.
- Conduct requirements workshops and Joint Application Design (JAD) sessions.
- Create BRDs, context diagrams, system specifications, use cases, workflow diagrams, report/screen mockups, swimlane diagrams, and prototypes.
- Ensure all artifacts required by ITS governance and Secure Systems Development Lifecycle (SSDLC) are created to support project scope.
- Manage requirements using a Requirements Management Plan and traceability matrix throughout the contract life.
- Lead defect testing, coordination, and remediation in coordination with the project team, sponsors, and customer.
Qualifications & Skill Requirements
Mandatory Qualification (Pass/Fail)
- Skill Level Requirement: 84 Months of experience providing guidance to large teams and/or extensive industry experience at the top of the field as a Business Analyst.
Requested Qualifications
- 84 Months: Experience in MS Access and SharePoint, documenting mainframe terminal emulator or console-based applications, and low-code systems (e.g., Dynamics 365, Salesforce, OutSystems).
- 84 Months: Experience facilitating requirement workshops, JAD sessions, and structured walkthroughs; performing impact and risk assessments.
- 60 Months: Experience creating test plans/test cases and guiding users through User Acceptance Testing (UAT).
- 84 Months: Experience managing the full Requirements Management Lifecycle (baseline management, traceability, change control).
- 60 Months: Experience documenting another agency or company licensing system.
- Education & Certification: MBA or MS in Business Analytics AND Certified Business Analysis Professional (CBAP).
