The funding portfolio is complex, including federal, state, and private financial support, significant and complex cost share, and membership dues. BioMADE's agreements typically operate under 2 CFR 200 (Uniform Guidance). The Senior Financial Awards Analyst is responsible for the financial oversight, reporting, and compliance of federal and state funded programs, serving as a key finance liaison with each funder. This role will work closely with program managers, finance colleagues, contracts, and compliance teams to ensure accurate, timely, and compliant management of funds.

Essential Duties And Responsibilities
Budgeting, Forecasting, and Subrecipient IDC Rates
- Develop and independently manage complex budgets for federal, state, and other awards, including review of initial proposals and ongoing revisions.
- Provide guidance on budget modifications, ensuring alignment with program objectives and compliance requirements.
- Complete analysis and system tracking of assigned awards and subawards
- Complete analysis of payroll projections and full time equivalent (FTE) utilization associated with managing program expenses, including all associated management fees.
- Complete monthly effort analyses and conduct spot audits of the timekeeping system to ensure program expenses are correctly identified and booked
- Provide technical assistance and support to program teams on budget preparation, financial reporting, and award management.
- Negotiate Indirect Cost (IDC) rates with members and subrecipients.
- Oversee the financial management of federal, state, and other awards, ensuring compliance with federal and state regulations (e.g., 2 CFR 200), and organizational policies.
- Monitor spending to ensure funds are allocated and used according to award terms, identifying and resolving discrepancies.
- Maintain thorough documentation for all financial transactions and communications with funders.
- Provide end-of-month (EOM) reconciliations for all open awards no later than the 15th of the following month.
- Prepare and submit regular reimbursement requests (vouchering) to federal, state, and other agencies, ensuring timeliness and accuracy.
- Coordinate billing and payments with funders, ensuring compliance with each agency’s requirements and deadlines.
- Ensure revenue is properly recognized and all month-end program balances reflected against each award are accurate.
- Develop and prepare financial reports for federal, state, and other funders, ensuring accuracy and adherence to reporting standards.
- Conduct monthly, quarterly, and annual reconciliations of fund expenditures, identifying variances and making necessary adjustments.
- Assist in forecast and budget management for all federal, state, and other awards.
- Lead and/or conduct special analytical studies in support of a wide variety of organizational and management needs.
- Use automated financial management systems and automated software programs to create documents, reports, and spreadsheets.
- Certify the availability of funds in the automated financial system.
- Prepare detailed budget vs. actual reports, and variance analysis by program in easy-to- understand formats.
- Prepare for and support internal and external audits, working closely with auditors and responding to information requests.
- Maintain records and backup documentation in accordance with audit and funder requirements.
- Collaborate with program managers and department heads to ensure alignment on grant objectives, spending guidelines, and reporting needs.
- Provide guidance and training to staff on federal, state, and other funding regulations, compliance requirements, and financial best practices.
- Train incoming staff on the basic relationships between BioMADE and its government funders.
- Have a fully trained back-up within the department to allow for coverage during PTO and holidays.

- Other Duties as Assigned
- Bachelor’s degree in finance, accounting, business administration, or a related field (master’s degree preferred).
- 10 years of experience in financial awards management, with a focus on federal funding and awards administration.
- Extensive knowledge of federal regulations, particularly OMB Uniform Guidance (2 CFR 200).
- Proficiency in financial software and data management systems; advanced knowledge of Excel.
- Strong analytical, organizational, and problem-solving skills, with meticulous attention to detail.
- Excellent communication skills, with the ability to interact effectively with federal funders, internal teams, and external auditors.
- Ability to manage time to effectively deliver information by the deadline.
- Certification in Grants Management or similar designation preferred.
- Experience in a non-profit, research, healthcare, or government setting preferred.
- Familiarity with systems such as Oracle, SAP, or other ERP platforms used for grant and financial management.
