The Office of Early Childhood Services are seeking a detail-oriented and organized Fiscal Specialist to join our HV team. In this role, you will be responsible for performing a variety of fiscal and accounting functions to ensure the financial integrity and operational efficiency of the HV initiative. The Fiscal Specialist will assist with budgeting, financial reporting, account reconciliations, and processing financial transactions, all while ensuring compliance with MIECHV and other federal and state policies and regulations.
Key Responsibilities
Financial Reporting & Analysis:
- Assist with the preparation of financial statements, spreadsheets, fiscal and programmatic reports, and potential forecasts of shortages and overages in relation to sequestration and other possible sentinel events.
- Review and analyze financial data to ensure accuracy and compliance with accounting principles, and federal and state regulations.
- Prepare and maintain budget reports and assist the HV Project Director and office Assistant Director with budget planning and monitoring of local implementing agencies (LIA).
- Review invoices, purchase orders, and payments of provider agencies in accordance with organizational and federal policies.
- Reconcile accounts and resolve discrepancies, ensuring accurate and timely financial records of reporting LIAs.
- Support fiscal and contracting units in quarterly expense and year-end closing processes as it applies to HV contracts.
- Maintain financial records and supporting documentation in compliance with legal, regulatory, and organizational requirements of monitoring of LIAs as required by MIECHV.
- Assist ECS staff in determining course of action based on with risk assessments of provider agencies and or audits.
- Help prepare summary documentation for OECS reference.
- Stay updated on relevant laws, financial regulations, and best practices.
- Track cash flow of provider budgets, ensuring that transactions align with budgetary projections.
- Assist in budget preparation and review, helping to identify cost-saving opportunities and areas for improvement for provider agencies and state level funding opportunities as well.
- Work with team members to streamline fiscal procedures and improve efficiency in financial operations.
- Help implement and maintain accounting and financial systems for programmatic team.
- Certification in accounting or finance (e.g., CPA, CMA) is a plus but not required.
- Familiarity with financial reporting, budgeting, and accounting principles.
- Familiarity with grant funded programs and federal requirements.
- Strong knowledge of financial management and accounting principles.
- Excellent attention to detail and organizational skills.
- Proficiency in Microsoft Office Suite (Excel, Word, Outlook).
- Ability to analyze financial data and prepare clear, accurate reports.
- Strong problem-solving and time-management skills.
- Ability to work independently and as part of a team in a fast-paced environment.
- Strong communication skills (written and verbal).
- Bachelor's degree in accounting, Finance, Business Administration, or a related field (preferred).
- Minimum of 2 years of experience in a finance, accounting, or fiscal-related role.
- Monday-Friday, 35 hours per week
- Lunch (unpaid) : 1hour Break
