This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the 2 graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
  • Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
  • English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

GS-13, Pharmacy Supervisor Grade Determinations:
In addition to the experience and education above, candidates must demonstrate all of the following KSAs:
(a) Ability to effectively supervise subordinate staff.
(b) Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
(c) Expert understanding of regulatory and quality standards pertaining to pharmacy.
(d) Skill in managing people or programs.

The full performance level of this vacancy is GS-13.

Physical Requirements: The position requires the ability to perform regular and recurring physical demands, including prolonged standing and walking; reaching above shoulder level; use of fingers for fine motor tasks; lifting and carrying pharmaceutical supplies weighing up to 44 pounds; repeated bending and stooping; climbing using the legs only; and maintaining rapid mental and muscular coordination simultaneously. Additional requirements include near and distant vision correctable in both eyes, depth perception, the ability to distinguish basic colors and shades, adequate hearing with or without hearing aids, emotional and mental stability, and maintenance of a drug-free status.

Responsibilities:

The Supervisory Clinical Pharmacist (Distributive) is assigned to Pharmacy Service and is responsible for the professional, administrative, and supervisory oversight of distributive pharmacy operations and programs. The position exercises supervisory authority over assigned pharmacists, clinical pharmacy specialists, pharmacy technicians, and support personnel, and is accountable for planning, organizing, directing, coordinating, and evaluating the work of the unit to ensure effective accomplishment of program goals and objectives.

Duties include but not limited to:
  • Responsible for personnel management, workload distribution, staffing and scheduling, performance management, regulatory and policy compliance, budgetary execution, and oversight of operational activities associated with medication dispensing, order processing, prescription review, inventory control, automated distribution systems, clinic and program support, and other distributive pharmacy functions.
  • Coordinate with interdisciplinary staff and other services to assure efficient pharmacy operations, proper utilization of resources, adherence to accrediting and regulatory requirements, and the delivery of safe, timely, and cost-effective pharmaceutical services.
  • Develop and implement policies and procedures, staff orientation and training, monitoring of quality and performance measures, and support of service-level administrative, operational, and clinical initiatives.
  • Plans, organizes, assigns, and reviews the work of subordinates, including scheduling priorities and personnel to ensure effective completion of pharmacy program objectives and coverage for all assigned clinics and functions.
  • Assures timely dispensing of medications to patients consistent with TJC standards, VA requirements, and federal and state laws; supervises, assigns, and coordinates the duties of dispensing staff; oversees and coordinates the mail-out program with CMOP, resolving issues that arise; and provides support to Office of Community Care staff regarding outpatient prescriptions.
  • Evaluates providers' medication orders for appropriateness based on patient medication profiles, inputs information into the computer system when assigned, and ensures medications are dispensed in accordance with dosage form requirements and facility policies.
  • Educates patients, family members, and caregivers on the proper use, storage, and disposal of medications through direct interactions and the use of medication profiles, handouts, and other educational tools.
  • Advises and assists Pharmacy Service leadership in determining future budgetary, personnel, equipment, and space requirements for Outpatient Pharmacy; shares responsibility for control, procurement, and inventory management of drug stocks and allocated funds; serves as initiating official on requisitions for procurement of controlled substances and requests for property and/or services for the section.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change by supervisor to meet facility needs.
