The Director, Contract Compliance, Pharmacy Benefit Manager and Maximum Fair Price (PBM and MFP), is a key leadership role responsible for safeguarding Boehringer Ingelheim’s assets while providing strategic direction and oversight for Contract Compliance processes related to Commercial and Part D rebates. This position serves as a critical partner to Senior Management and Value and Access partners, ensuring the accurate and timely execution of complex contractual pharmacy benefit manager rebate and Maximum Fair Price (MFP) obligations. This role will lead the management of Managed Care audits, oversee third-party vendors facilitating rebate payments, and drive the development of innovative solutions to enhance contract compliance and performance reporting.

The Director, Contract Compliance PBM & MFP requires a strategic leader who can collaborate cross-functionally with Contract Development, Payer Sales, Legal, and other stakeholders to ensure compliant and clear contractual language. This role will also lead the design and implementation of tools and processes to track and report on contract and MFP performance. Additionally, the incumbent will oversee, develop, and inspire a high-performing team of five professionals, fostering a culture of excellence, collaboration, and innovation.

Duties & Responsibilities

Strategic Leadership and Oversight :

  • Provides strategic direction for the Contract Compliance team, ensuring alignment with organizational goals and regulatory requirements.
  • Oversees the accurate and timely processing of PBM rebates, Medicare Part D rebates, and MFP rebates, managing a portfolio of over 100 contractual agreements.
  • Serves as a trusted advisor to Senior Management and Global, providing insights and recommendations to optimize Gross-to-Net (GTN) strategies and ensure compliance with evolving regulations.
  • Leads the development of innovative strategies to manage the deduplication of MFP and 340B claims under the Inflation Reduction Act, ensuring compliance and operational efficiency.
  • Stays ahead of changes in MFP regulations and guidelines, assessing their impact on the organization and implementing proactive strategies to maintain compliance and optimize program performance.


Cross-Functional Collaboration :

  • Acts as a key liaison between Legal, Finance, Payer Sales, and Contract Development teams to ensure alignment and seamless execution of contractual obligations.
  • Builds and maintains strong relationships with external vendors and partners to support the organization’s program goals and objectives.
  • Effectively communicates complex contractual and regulatory requirements to internal and external stakeholders, including Global, Payer Sales leadership, and high-level executives at payer organizations.


Program Development and Innovation :

  • Leads the design and implementation of tools, processes, and metrics to track and report on contract and MFP performance, ensuring data-driven decision-making.
  • Develops and executes strategies to optimize MFP policies, enhance operational efficiency, and maximize program participation.
  • Establishes key performance indicators (KPIs) and metrics to measure the effectiveness of the MFP program, leveraging insights to drive continuous improvement.
  • Drives innovation in GTN strategies, ensuring alignment with organizational financial goals and regulatory requirements.


Team Leadership and Development :

  • Leads, mentors, and develops a high-performing team of five professionals, fostering a culture of collaboration, accountability, and continuous improvement.
  • Provides strategic guidance and oversight to the team, ensuring alignment with organizational priorities and professional growth opportunities for team members.
  • Inspires and motivates the team to achieve excellence in contract compliance and operational performance.

Requirements

  • Bachelor’s degree required; advanced degree (MBA, JD, or equivalent) preferred.
  • Minimum of eight (8) years of experience in Value & Access, financial strategy development, or a related commercial function within the pharmaceutical or healthcare industries.
  • Minimum five (5) years of managerial experience, including direct management of teams and leadership of cross-functional projects or programs.
  • Eight-plus (8 ) years of experience in the pharmaceutical or healthcare industries, with a focus on strategy development, compliance, and leadership in Value and Access or related commercial functions.
  • Strong financial acumen and analytical skills, with the ability to interpret complex data and translate insights into actionable strategies.
  • Expertise in U.S. payer, managed care, gross-to-net, and 340B programs.
  • Proven ability to develop and implement innovative solutions to address strategic challenges.
  • Deep knowledge of Managed Markets, compliance requirements, and industry best practices.
  • Exceptional strategic planning and analytical skills, with a track record of leading large-scale projects with significant financial impact.
  • Outstanding communication and relationship-building skills, with the ability to influence and engage stakeholders at all levels.
  • Demonstrated leadership experience, including managing and developing high-performing teams and driving cross-functional collaboration in a matrixed environment.


Eligibility Requirements :

  • Must be legally authorized to work in the United States without restriction.
  • Must be willing to take a drug test and post-offer physical (if required).
  • Must be 18 years of age or older.
