Property Manager – Affordable Housing (Wilmington/Los Angeles)
Location: Wilmington 90744
Assignment: Contract
Schedule: MON-FRI 830 am-500 pm
Pay: $26-28/hr. DOE
Role Overview
We are seeking a high-performing Property Manager to lead the day-to-day operations of a multifamily community in the Wilmington (90744) area of Los Angeles. This role requires a specialist in Affordable Housing compliance with a resident-first mindset. You will be responsible for maximizing NOI through vacancy reduction, meticulous recertification management, and operational discipline.
Key Responsibilities
Compliance & Program Management (Required)
- Recertification Leadership: Oversee and execute the full annual and interim recertification lifecycle for all households to ensure ongoing program eligibility.
- Program Expertise: Maintain 100% compliance with Tax Credit (LIHTC) and HUD (Section 8) regulations.
- Audit Readiness: Manage resident files to be "audit-ready" at all times for state (TCAC) and investor reviews.
- Voucher Management: Coordinate Project-Based Vouchers (PBV) and Tenant-Based Vouchers, including housing assistance payment (HAP) tracking (PBV experience is a plus).
Operational & Financial Leadership
- Vacancy & Leasing: Drive leasing performance to fill vacancies quickly, managing the waitlist in accordance with regulatory requirements.
- P&L Ownership: Manage the community budget, provide variance analysis, and implement business plans focused on NOI growth.
- California Compliance: Ensure all operations strictly follow California Landlord-Tenant law, including AB 1482 and Fair Housing regulations.
- Staff Development: Lead and coach on-site leasing and maintenance teams to maintain high performance and service standards.
Maintenance
- Maintenance Oversight: Partner with the Maintenance Supervisor to manage unit turns on budget and ensure the asset meets ownership standards.
Required Qualifications
- Affordable Housing Mastery: Direct, hands-on experience with HUD and Tax Credit (LIHTC) programs is strictly required.
- California Expertise: Comprehensive knowledge of Los Angeles and California-specific leasing and eviction laws.
