Job Description:

The Facilities Budget Manager / Financial Analyst aids in planning, developing, and managing the Facilities operating and capital budgets while providing data-driven financial analysis. This role liaisons with college business leadership and facilities department head to align budgets and financial decisions with the college's strategic and operational goals.

Key Responsibilities:

Budget Management

  • Fosters the annual and quarterly budgeting process, including timelines, templates, and guidance for departments.
  • Assists with development, presentation, & update of operating and capital budgets; ensure compliance with internal policies and financial constraints.
  • Monitor budget performance throughout the year, track variances, and prepare regular budget vs. actual reports.
  • Review and identify budget adjustments and amendments, coordinating with stakeholders to address funding gaps or changing priorities.
  • Design, enhance, and maintain budgetary management systems, tools, and dashboards to improve visibility and control.

Financial Analysis

  • Analyze financial reports and operational data to evaluate performance, trends, risks, and opportunities.
  • Build and maintain financial models to forecast expenses and operating needs.
  • Provide financial insight and recommendations to support strategic initiatives, pricing, equipment/purchasing, and cost-saving opportunities.
  • Research market, industry, and macroeconomic trends to develop planning assumptions and management decisions.
  • Measure financial value and risk for key projects, investments, and facility endeavors.

Reporting & Business Partnering

  • Prepare clear, concise management reports and presentations for senior leadership.
  • Partner with department leaders to understand operational needs, provide financial guidance, and ensure budget accountability.
  • Communicate financial information in an accessible way to both financial and non-financial audiences.
  • Collaborate with Accounting & finance teams to ensure data accuracy and consistent forecasting assumptions.

Governance Process Improvement

  • Ensure budgets and financial processes align with college goals, policies, and regulatory requirements.
  • Develop and document budgeting and forecasting procedures and recommend improvements to increase efficiency and control.
  • Support or lead implementations and enhancements of financial systems and reporting tools.

Requirements:

Education:

  • Bachelor's degree in Finance, Accounting, Economics, Business Administration, or related field required.
  • Master's degree (MBA, MS in Finance) and/or professional certifications (e.g., CFA, CPA) are a plus.

Experience:

  • Typically 1-2 years of progressive experience in budgeting, financial analysis, or related discipline.
  • Proven experience managing an annual budgeting cycle and supporting senior management with financial insights.

Skills:

  • Strong financial modeling and analytical skills, with advanced proficiency in Excel.
  • Solid understanding of budgeting, forecasting, variance analysis, and financial reporting.
  • Excellent communication and presentation skills; ability to communicate with senior leadership.
  • Strong organizational skills and attention to detail.
  • Ability to work collaboratively across departments and build effective business partnerships.
