BEPC is seeking a highly motivated Project Manager III to join our client’s site in Austin, TX. This role will support as part of the Performance Management & Analytics System (PMAS) team under the Office of the Chief Data Architect within the IT domain. This position contributes to expanding competencies in Data Integration aligned with the Texas Data Management Framework, overseeing resource allocations, work plans, and schedules for several PMAS initiatives.
Summary of Duties and Responsibilities:
Functional Responsibilities
- Collaborate with the Office of the Chief Data Architect and Office of Data Analytics & Performance on PMAS Cloud Analytics for Access & Eligibility Services Reporting.
- Develop and publish project management documents and deliverables compliant with DIR Project Delivery Framework.
- Create RFPs defining services and deliverables for designing and implementing data management solutions.
- Develop IAPDs to obtain matching federal funds.
- Oversee expanding HHS data integrations across HHSC.
High-Level Responsibilities
- Maintain constant communication with the Office of Data Analytics & Reporting, functioning as a partnered team with IT.
- Work with IT and business stakeholders to ensure compliance with state, federal, and agency standards.
- Establish strategic roadmap in coordination with TSS vendor, divisions of HHS, and federal stakeholders.
- Conduct procurement exercises to acquire vendor services.
- Establish timelines and resource requirements; obtain approvals from stakeholders.
- Create all necessary project management deliverables.
- Manage daily operations, scrums, and team coordination.
- Identify risks and coordinate resolution with leadership.
- Perform all other assigned duties.
Qualifications:
- 8 years IT project management experience
- 8 years IT industry experience including 5 years in data management solutions, analytics/BI, web (J2EE), or SOA-related development
- Excellent verbal and written communication skills
- Experience developing clear, concise project documentation
- Team management: meetings, task assignment, mentoring, facilitation, training
- Progress monitoring using risk management practices
- Report updates to leadership
- Expert problem resolution
- Full experience with PMLC and SDLC
- Track full project budget and enter costs into project tracking tools
- Lead Agile sprints: planning increments, backlog grooming, sprint planning, daily scrums, retrospectives, Kanban
- Active PMP Certification.
Preferred Qualifications:
- 6 years: Healthcare industry experience, preferably public health
- 6 years: Managing multi-agency or multi-IT department initiatives
- 6 years: Work experience within a Health and Human Services agency
- 5 years: Managing weekly activities of TSS Sprint Teams with the State of Texas
- 5 years: Resource management in mixed functional/matrixed project environments
- 5 years: Ability to develop/execute project, work, and quality plans
- 5 years: Full lifecycle involvement (analysis → deployment)
- 5 years: Experience building/managing IT project teams with focus on motivation and exceeding expectations
- 3 years: Experience with access & eligibility programs.
