Position Title: Financial Manager
Reports To: Director of Business Operations
Classification: Administrative / Act 93
Position Summary
The Financial Manager is responsible for supporting the fiscal operations of the school district through budgeting, financial analysis, reporting, and compliance. This position ensures accurate financial management aligned with Pennsylvania School Code, PDE reporting requirements, and district policies.
Essential Duties and Responsibilities
Budget Development & Monitoring
- Assist in the development of the annual district budget
- Monitor budget performance and provide variance analysis
- Support long-range financial planning and projections
Financial Reporting & Compliance
- Prepare financial reports for internal and external stakeholders
- Ensure compliance with:
- Pennsylvania School Code
- PDE reporting requirements (AFR, PIMS-related financial reporting)
- Federal and state grant requirements
Accounting & Fiscal Operations
- Oversee general ledger accuracy and account reconciliation
- Monitor revenues and expenditures
- Assist with audit preparation and respond to audit findings
- Manages real estate, tax collection and insurance programs of the district
Data Analysis & Decision Support
- Provide financial analysis to support district decision-making
- Identify cost-saving opportunities and efficiencies
- Support financial modeling related to staffing, programs, and operations
Grant & Funding Management
- Track grant expenditures and ensure compliance
- Coordinate with program leaders on allowable use of funds
Collaboration
- Work closely with:
- Superintendent
- Director of Business Operations
- Accounting Supervisor
- Human Resources
- District administrators
Qualifications
Education
- Bachelor’s degree in accounting, finance, or related field (required)
- Master’s degree preferred
Certification / Requirements
- Knowledge of Pennsylvania school finance regulations required
- CPA or related certification preferred
Experience
- Minimum 5 years of financial/accounting experience
- School district experience preferred

- Ability to communicate complex financial data clearly

- Training, experience and proficiency in using computers and Microsoft
- Software including but not limited to Word and Excel.
- Training, experience and proficiency in using networked computer systems.
- Training, experience and proficiency with required software systems
- Experience in completing government reports including federal, state and local reports.
- Such other alternatives to the above qualifications as may be determined by the Board of School Directors.
- Salary:Salary is negotiable based upon experience and education.
