NATURE OF POSITION
Perform a variety of procurement activities that involve contract and purchase order creation, requisition processes, and price dispute resolutions. Ensure compliance to Agency guidelines, purchasing policies and procedures during negotiations and contract awards process.
ESSENTIAL DUTIES AND RESPONSIBILITIES (Duties Apply To Both Positions)
Procurement Specialist II: Associate’s Degree in Business Administration, Public Administration or related field and three-years of relevant experience; or any equivalent combination of experience and education.
Procurement Specialist I: Associate’s Degree in Business Administration, Public Administration or related field and one year of relevant experience; or any equivalent combination of experience and education.
Licenses, Certifications & Other Requirements
None.
Preferred Qualifications
Bachelor’s Degree in Business Administration, Public Administration or related field and four-year’s experience in a government procurement position. Experience in Workday EAM software.
Physical Requirements
Sit for long periods of time; occasionally stand and walk; intermittently kneel, stoop, bend and twist at the waist, and reach overhead. Rarely kneel, crouch, or crawl. Occasionally lift, push/pull, or carry up to 40 pounds.
Good vision to read print and computer screen. Hear and speak to communicate in person, before groups, and over the telephone. Manual dexterity of hands and fingers to include repetitive keyboarding, grasping and reaching to operate a computer keyboard, mouse and/or standard office equipment.
WORKING CONDITIONS
Work is primarily performed in an office environment where noise, distractions, and lack of privacy may be present. Operate a motor vehicle.

ESSENTIAL DUTIES AND RESPONSIBILITIES (Duties Apply To Both Positions)
- Purchase goods, materials, components, or services aligned with specified cost, quality and delivery targets.
- Review and process purchase requisitions for completeness and accuracy; authorize payment consistent with contract terms.
- Consult with departments regarding deliver requirements, specifications, quantity, and quality of product and recommends substitutes when necessary.
- Prepare invitation for bid (IFB), request for proposal (RFP), request for quotation (RFQ), request for qualifications (RFQ), public works documents; ensure appropriate terms and conditions are applied to best allocate, manage, and control risk.
- Analyze bids, quotations, and proposals for product and services; approve and recommend contracts that meet standards.
- Monitor and administer contracts awarded; provide clarification to suppliers regarding procurement policy/procedures to resolve contract issues and questions.
- Conduct cost-analysis on new and existing suppliers; evaluate products, services, and terms of business; review and recommend cost reduction activities.
- Compile data relating to supplier performance; assess supplier performance ensuring compliance with contract terms; prepare and submit findings to management.
- Contact suppliers to resolve price, quality, delivery or invoice issues.
- Maintain accurate information utilizing databases and reports regarding procurement activities; assist in federal and state audit activities.
- Prepare purchase orders, maintain requisition and purchase order files, automatic reorder, expedite deliveries, pursue outstanding orders and resolve purchasing related problems.
- Prepare draft contracts, amendments, and addenda as directed.
- Investigate new procurement methodologies and procedures including information technology strategies.
- Establish supplier relationships and ensure continuity.
- Work with and maintain confidential information.
- Demonstrate regular and punctual attendance.

- Understand and apply Federal, State, and local laws, codes, and regulations controlling procurement, fiscal, and contract procedures.
