JOB SUMMARY

The Director of Finance is responsible for the planning, organizing, coordinating and directing of the County’s financial activities including budgeting, financial planning, accounting, auditing and contract management. They are responsible for coordinating all aspects of the County’s purchasing of supplies and equipment.

This position involves professional governmental fund accounting work in the management, maintenance, and review of county’s financial accounting system. Employees in this class maintain fiscal records, applying generally accepted accounting principles and possess a general understanding of governmental accounting standards (GASB). Work requires independent judgment on technical account problems. Account classifications or auditing standards are determined by departmental regulations or by statutory requirements. The candidate should have knowledge of fund accounting, financial reporting and budget preparation.

ESSENTIAL FUNCTIONS (Illustrative Only)

1. Responsible for the operation of the County’s general ledgers, monthly financial reports, reconciliation of bank statements and other departmental reports.

2. Conduct the accounts payable and receivable ledgers, including reviewing invoices, expenditure validity, preparation of invoices for County departments and office and collection of checks and cash for deposit.

3. Preparation of the County’s annual pension financial statements for the County’s third-party actuary.

4. Supervise the annual financial closing process to ensure all funds reflect annual activity subject to audit by the County’s elected auditor and external independent audit firm. The County’s external audit must be finalized and submitted to the County’s Municipal Bond Disclosure manager by September 27 and the Federal Audit Clearinghouse by September 30.

5. Coordinate the preparation of the County’s annual indirect cost allocation report once the annual external audit report is finalized.

6. Compile and prepare the County’s annual budget, including preparing draft copies of the budget, departmental analysis, review of the County’s real estate tax millage and tax revenue generated for operations, and maintenance of department budget requests and other supporting documentation.

7. Supervise the Finance Department personnel, as well as the operation of the Finance Department, including ensuring appropriate internal controls are in place to account for all funds.

8. Operate and maintain the County’s financial accounting system.

9. Provide financial accounting support to the Chief Clerk who is responsible for the County’s Liquid Fuels records including maintaining files on each bridge project, status reports on reimbursement requests for bridge projects and completes annual use reports filed with the State.

10. Responsible for the operations of the County’s purchasing including overseeing the completion of purchase orders, evaluating price quotes, coordinating the distribution of supplies to County departments and provides time for salespersons to evaluate the usefulness of their product to the County’s operation.

11. Collaborate with the County Treasurer to advise the Board of Commissioners on cash flow management and maximizing investment returns on County funds.

12. Review of payroll, payroll tax, retirement and benefit reports generated and prepared by the Human Resources department and recorded in the County’s general ledger.

13. Work with various department heads to provide financial accounting and reporting support for funds received from state and federal agencies

14. Other duties as assigned by the Board of Commissioners.

QUALIFICATIONS

1. Education and/or Experience – Bachelors degree in Accounting preferred or an equivalent combination of experience and training which provides evidence of the required knowledge, skills and abilities.

2. Language Skills – Ability to prepare, read and analyze financial documents; effective verbal and written communication skills.

3. Computer Skills – To perform this job successfully, an individual should have knowledge of Microsoft Office Suite, specifically being proficient in Excel; Adobe Acrobat software; and financial accounting systems.

4. Additional Skills – Good working knowledge of governmental accounting principles and practices including grant accounting; ability to apply knowledge of accounting principles procedures to a variety of transactions; ability to analyze process and systems for efficiency and improvements; skill in preparing departmental accounting reports, grant reports, and budgetary statements; ability to work effectively with officials and other employees; ability to plan and supervise the work of other accounting and fiscal personnel.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is primarily sitting with only occasional walking or standing. Occasionally, the employee must be able to lift and/or move up to 50 pounds. Specific vision abilities required by the job include the use of a computer screen for most of the day.

WORK ENVIRONMENT

While performing the duties of this job, the employee is mostly working in an office environment.

SPECIAL NEEDS

Must have a valid driver’s license and be able to travel if required to attend meetings and seminars.

Pay: $73,424.27 - $88,424.92 per year
