Executive Assistant to the Executive Director, Beckley VA Medical Center in Beckley, WV. (BVAMC)

BVAMC offers Primary Care, Inpatient Care, Outpatient Mental Health Care, Nursing Home Care, Home Health Care, Outpatient Specialty Care in an environment of teaching, and emergency preparedness. Geriatric and Rehabilitation services through its Community Living Center (CLC), and offers a variety of treatment options, which include a Homeless Inpatient Treatment Program and Homeless Outreach.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/29/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Individual Occupational Requirements

Undergraduate and Graduate Education: Major study- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR,

Specialized Experience
is defined as: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  1. Missions, organizations, programs, and requirements of health care delivery systems;
  2. Regulations and standards of various regulatory and credentialing groups; and
  3. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the Individual Occupational Requirement, you must also meet the Minimum Qualification Requirement below:

GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations). The employee and supervisor develop a manually acceptable project plan which is typically includes identification of the work to be done, the scope of the project, and acceptable deadlines for its completion. The work consists of projects and studies which require analysis of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs. Typically assignments require developing detailed plans, goals, and objectives for the long-range implementation and administration of the program, and /or developing criteria for evaluating the effectiveness of the program. Evaluation of program effectiveness usually focuses on the delivery of program benefits or services at the operating level.

Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.

Responsibilities:

Major Duties:

  • The Executive Assistant to the Executive Director (Senior Executive Service position) for the BVAMC plays a significant role in the strategic planning for major operations and management program.
  • Make recommendations on planning efforts that require additional resources.
  • Prepare and contribute to reports and other presentations on program planning and evaluation.
  • Design and conduct a wide variety of comprehensive studies and detailed analyses of complex functions and processes.
  • Identify and propose solutions to management issues which are of major importance in the planning efforts.
  • Prepares recommendation which impact the way planning is carried out.
  • Is an advisor to BVAMC's top management team. As an advisor, they join in the discussion of administrative and clinical problems, development of policies and procedures, and related matters.
  • Exercises program authority and responsibility to develop and implement medical center policies (MCPs).
  • Performs work involving development of life cycle or other cost analyses of projects, performance of cost benefit, or economic evaluations of programs.
  • Monitors management decisions and initiatives to ensure consistency with strategic plans and goals.
  • Evaluates, processes, or makes recommendations for effective organizational changes.
  • Serves as team leader for BVAMC and VISN studies or projects with significant organization changes.
  • Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
  • Evaluates BVAMC or VISN programs against short- and long-range objectives.
  • Performs administrative work in one or more of the following areas: Personnel management/administration, budgeting and financial management, procurement and contracting, property management, and/or supply.
  • Performs management and/or program support work, such as program or office planning, evaluation of administrative programs or issues, training program administration, correspondence control, liaison, special projects, or board or committee-related work.
  • Plans and/or supports committees, boards, symposia, or conferences.
  • Researches and/or analyzes problems, issues, or program requirements. Provides expert analysis and advice on complex program issues.
  • Plans and/or accomplishes special projects.
  • Acts as an expert on special projects, advising top management on major office issues.
  • Leads, conducts, or participates in complex management studies and reviews; particularly those with wide or significant effect upon agency's organizational structure, policy, processes, operations, fiscal control, and economy and those where the boundaries of the studies may be broad.
  • Analyzes the necessary human resources, equipment, and space to effectively support the mission of individual organizations.
  • Maintains and awareness of advancements in equipment and training for new techniques in the field.
  • Supports planning efforts in implementing new logistical arrangements aimed at improving service
