The purpose of this position is to direct all solicitations for construction, professional services, goods and services. determine the appropriate procedures to use to obtain goods and services that will fill the requirements, meet the delivery schedule, provide the best price, and conform to acquisition regulations set by the State and County. This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Manages the procurement of all materials, equipment, and services for the County.
- Develops and monitors the purchasing department’s budget consistent with County and department objectives.
- Consults with county departments and other governmental agencies on bid specifications, bidder’s list, sources of supply, bid submissions; approves award selections and contract supporting documents; processes bonds and insurance papers; prepares contract documents; prepares contract awards and communicates recommendations to the appropriate person.
- Interprets and applies County, State and Federal procurement laws, rulings and regulations.
- Ensures county purchasing policy, ordinances and state laws are adhered to all purchases. Verify compliance for county-wide requisitions.
- Reviews, develops, recommends, implements and administers purchasing/p-card policies, procedures and methods to provide for the effective operation of the purchasing division.
- Assists department heads in developing IFB’s (Invitation for Bid), RFP’s (Requests for Proposals) and RFQ’s (Requests for Qualifications) contract standards and specifications.
- Develops and operates inventory control systems for all capital assets.
- Works with Fleet Management and Finance to develop and maintain an inventory control system for all assets over $5,000.
- Directs the disposal of surplus or obsolete equipment, materials, and supplies.
- Establishes and maintains working relationships with vendors and county departments to ensure responsiveness to requirements and resolves purchasing problems.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
- Bachelor's degree in Public Administration, Business Administration, Supply Chain Management, Procurement, Purchasing, Finance, Accounting, Contract Management, Economics, or a closely related field; or an equivalent combination of education, training, and progressively responsible procurement experience.
- Over eight years and up to and including ten years of progressively responsible experience in public procurement, purchasing, contract administration, or supply chain management, including at least three (3) years of supervisory or management experience. Experience in local government procurement is strongly preferred.
SPECIAL CERTIFICATIONS AND LICENSES:
- Possession of a CPPO or NIGP-CPP certification is preferred and must be obtained within two (2) years of hire.
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
