Reports to the President or designee. Manages the daily operations of pharmaceutical services ensuring that established policies and procedures are followed in accordance with objectives of Three Rivers Health and Beacon Health System. Assists in evaluating and developing new programs and implements changes to existing programs to enhance quality of patient care. Assures departmental policies and procedure reflect legal, regulatory and accrediting standards.

Leadership:
- Assumes responsibility for the overall operation of the Pharmacy department.
- Conducts staff meetings and attends management meetings as scheduled.
- Models staff to provide quality, effective patient care consistent with relevant scopes of practice, regulations and hospital and health system policies and standards.
- Sets and works to meet department goals reflective of system wide mission and goals.
- Prepares the annual operational and capital budget.
- Ensures departments meet or exceed standards of compliance set forth by government regulatory and other accrediting agencies (OSHA, Board of Pharmacy, USP, CMS, HFAP).
- Process owner and leader of Pharmacy clinical and operational services.
- Maintains the Pharmacy Department licenses per State and Federal guidelines.
- Maintains ACHS Sterile PCAB Accreditation for patient specific prescription compounding.
- Ensures licensed pharmacy staff have current and active licenses utilizing the LARA website.
Human Resource Management:
- Conducts interviews and coordinates the hiring process for all pharmacy staff.
- Participates in hiring, counseling, evaluating and educating associates.
- Oversees provision of departmental orientation for all new associates.
- Develops and maintains staff competency assessment programs.
- Provides appropriate computer/systems access to pharmacy associates.
- Leads departmental huddles providing timely information, communication and opportunities for interactive discussions.
- Responsible for preparation and maintenance of pharmacy associate files.
- Supervises Pharmacy staff members in all responsible departments.
- Responsible for annual performance appraisals for all pharmacy staff members.
- Oversees scheduling for the Pharmacy Department adhering to policy, budget and compliance requirements.
- Assists with onboarding new staff including nurses and providers.
- Manages payroll for Pharmacy staff.
Operations:
- Manages and directs activities of the hospital pharmacy, including, but not limited to, physical appearance of the department, appropriate staffing levels, management of pharmacy staff, oversight of the 340B program, accuracy of dispensing systems, controlled substance control, accuracy of billing systems, quality of drug manufacturing and compounding, clinical programs, and inventory management.
- Conducts annual review and implementation of new departmental policies and procedures according to facility and system standards.
- Monitors compliance with system, hospital and departmental policies and procedures in accordance with applicable state, federal and accrediting body regulatory requirements.
- Participates on hospital committees as assigned (including, but not limited to Pharmacy Nutrition and Therapeutics, Infection Control, Quality Patient Care, Safety, etc.)
- Oversees/participates in various Pharmacy related community programs such as Vaccine for Children and Region 5 Emergency Management.
- Maintains financial and inventory control according to hospital standards, including preparation of annual departmental budget, capital budget requests and signing and approving Pharmacy Department invoices and acquisition requests.
- Oversees daily operations involving controlled substance dispensing, ordering, distribution, recordkeeping and discrepancy follow up while maintaining proper documentation as required by law.
- Ensures medications are available to patients when needed to avoid delays in therapy and promote positive patient outcomes.
- Investigates, evaluates and resolves concerns of customers and staff.
- Provides oversight for the implementation of process and quality improvement initiatives and creates an environment that places an emphasis on continuous monitoring and improvement.
- Maintains security and confidentiality of patient and system privileged information.
- Performs other duties as required.
340B Program Management:
- Oversees 340B staff, program details, policies and procedures.
- Supports ongoing training, education, and communication for the 340B program at the organization.
- Actively engages with senior leadership and participates in decision-making processes related to the 340B program.
- Responsible for oversight of all audits (self and external).
- Monitors and assesses 340B guidance and/or rule changes and attends 340B meetings as required.
- Ensures that the 340B program is continuously compliant with 340B federal regulations.
- Maintains knowledge of the policy/legislation changes that affect the 340B program informing and collaborating with legal and compliance teams.
Dispensing/Clinical Functions:
- Performs all dispensing and clinical duties of an inpatient staff pharmacist when workload and staffing dictates.
- Maintains drug formulary consistent with facility and system needs.
- Provides pharmacy related in-services when needed.
- Oversees the Pharmacy, Nutrition and Therapeutics Committee.

Education and Experience
- The knowledge, skills, and abilities indicated below are normally acquired through the successful completion of a Bachelor of Science Degree in Pharmacy or a Doctor of Pharmacy degree. A valid Michigan pharmacy and controlled substance license or licensure eligibility is required. A minimum of one to two years of job-related experience is required. Supervision experience in pharmacy services, an understanding of hospital committee activities, and a strong clinical and/or operational background is preferred.
