W2 Contract

Salary Range: $156,000 - $176,800 per year

Location: Martinez, CA - Hybrid Role

Duties and Responsibilities:

• Leads, supervises, coordinates, and participates in the operational activities for an assigned information systems work group, which may include application development, application support, end user support and training, server administration, or systems security.
• Selects, trains, motivates, and evaluates information technology personnel
• Plans, prioritizes, assigns, and reviews the work of staff responsible for developing, implementing, and maintaining hardware and software applications, and providing non-technical support to system users.
• Analyzes information systems requirements and designs and implements processes and/or improvements that promote increased efficiency and effectiveness; identifies resource needs, drafts or updates system documentation; coordinates and provides user training as appropriate; and allocates resources accordingly
• Provides technical leadership and direction in all phases of software and hardware selection, product development, implementation, testing, and support
• Manages assigned projects and budgets; monitors project and budget performance and compliance with applicable specifications, rules, regulations, and laws related to information systems analysis; and ensures quality and timeliness of work performed.
• Conducts research on new and evolving computer technologies and recommends systems and improvements for the Department; prepares analytical and statistical reports
• Guides the development of new or enhanced HSD systems, policies, and practices
• Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; and makes recommendations for changes to existing standards and procedures
• Supports Epic Tapestry module and creates claim rules, member co-pay and deductible set-up, plan set-up, benefit set-up, and provider set-up, and works collaboratively to program computers to comply with rules
• Manages the Performance Management Unit and advises the CEO on business and policy issues and decisions relating to health care systems management
• Prepares and analyzes reports as requested by the CCHP CEO and COO to assist in future planning for the Health Plan

Requirements and Qualifications:

• Possession of a bachelor's degree from an accredited college or university with a major in Computer Science, Medical Informatics, Healthcare Administration, Health Sciences, Business Administration, Public Administration, Engineering, or a closely related field.
• Three (3) years of full-time, or its equivalent, experience as a manager, supervisor, or project lead in an information technology environment having responsibility for one or more of the following areas: application support, development/programming, data analysis and report development, systems analysis, technical support and/or network or server administration, at least two (2) years of which was in a health care information systems environment.
• Possession of a Master's Degree from an accredited college or university with a major in one of the fields noted above may be substituted for one (1) year of the required experience.
• One (1) additional year of qualifying experience noted above may be substituted for the required academic major; OR.
• Additional qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of two years
• Possession of professional technical certifications can substitute for up to a maximum of two (2) years of the required education. Each of the following current and valid certifications can be substituted for six (6) months of required education:
• Any of the following Epic certifications: Ambulatory, Tapestry, Epic Resolute Hospital Billing, Epic Care Everywhere, Health Information Management, Prelude (Grand Central), EpicCare Inpatient (ClinDoc), Epic Client Systems Administrator/Manager (ECSM), or Operational Database Administrator
• Certified Associate in Healthcare Information and Management Systems (CAHIMS)
• Health Level 7 (HL7) certification
• VMWare Certified Professional (VCP), VMWare Certified Advanced Professional (VCAP), VMWare Certified Design Expert (VCDX)
• Cisco Certified Network Professional (CCNP), Cisco Certified Internetwork Expert (CCIE)
• Principles of healthcare administration and health plan operations
• Principles of leadership, management, supervision, training, and performance evaluation
• Budget development and management
• Information systems principles and their applications in a health services environment
• Methods and techniques used to develop, test, and implement systems
• Understanding of information systems design, implementation, and management strategies
• Project and change management
• Analytical and problem-solving
• Verbal and written communication
• Supervise, review, and coordinate the work of subordinate professional and technical personnel.
• Select, train, and evaluate staff.
• Analyze business requirements and make recommendations on appropriate system solutions.
