General Summary:
The Manager of Public Safety directly supervises and monitors the daily activities of the department’s security team for assigned campuses and locations. This position also assists the Senior Director in the management of the Public Safety Department, as assigned. This position reports directly to the Senior Director of Emergency Management, Public Safety, and Transportation Services.
As an experienced leader of the Bayhealth Public Safety Team, this incumbent is responsible for ensuring the security, safety, and well-being of all Bayhealth Properties and individuals there within. Performance includes demonstration of the following competencies, demonstrates leadership skills, demonstrates ownership, creates improvement and innovation, creates a work environment marked by pride/joy, builds bridges/collaborates, shows adaptability, shows integrity, and demonstrates trust.
The incumbent is a leader within the department and over an assigned team. The incumbent is responsible for leadership functions that include scheduling, training, hiring, discipline, and mentoring. Their role is to implement tactics within the department to ensure that the department and organizational missions are met. The manager is required to understand and perform the functions of all roles in the department as necessary.
While this position is typically assigned to work during normal business hours, there will be times when night and weekend hours may be necessary. Additionally, this role is part of the organization’s emergency response function and may need to return during times of emergency.
Department team members are authorized to have limited access to secured medication rooms to perform duties and responsibilities as defined in this job description. Any staff member requiring limited access to secured medication rooms must have a fully completed and signed Medication Security Agreement for Non-Licensed Personnel form on file and available upon request.

Responsibilities:
- Directly supervises and manages all assigned Bayhealth Public Safety Supervisors, Security Officers, , Shift Leads, and Constables at assigned campuses and locations. Responsible for coordinating and monitoring security activities, ensuring that all rounds and directives are maintained on all shifts, and ensuring schedules are followed.
- Holds the Supervisors and Shift Leads responsible for ensuring staff are trained to all duties of the job including but not limited to: monitoring the fire alarm system, the camera system, duress alarms, disaster equipment set up and location, and emergency response.
- Completes performance evaluation for all direct reports.
- Conducts interviews of applicants and orients new staff.
- Provides a safe and secure environment for patients, visitors, and staff. Takes immediate action if necessary to eliminate or alleviate theft, property damage, or injury; stops and questions suspicious individuals on Bayhealth property.
- Reviews all Security incident reports, safety violations and shift logs for errors, content and completion. Reports incidents and other pertinent information to the Director for review.
- Participates in and leads investigations as directed.
- Acts as senior Security representative during emergencies until relieved by the department director. Ensure that notifications to appropriate hospital staff are made and assign security personnel to locations in the hospital to effectively handle the situation.
- Investigate security complaints. Review /create security programs for owned and leased buildings.
- Aid in prosecution of criminals in court hearings or plea bargains. Serves as witness for hearings.
- Ensure that 100% of detailed and organized records of all reports, data, corrective action forms, and CD-R’s are stored as required.
- Maintains and develops Bayhealth policies, including the Public Safety Department procedures, objectives, and Performance Improvement program and safety standards.
- Responsible for the Bayhealth vehicle fleet at their assigned campus, ensuring timely maintenance is performed and accurate records are maintained on each vehicle
- Holds monthly meetings with staff to provide updates, address issues, and conduct training.
- Enforce all Delaware Criminal and Traffic Codes, Laws as necessary.
- Demonstrate financial responsibility. Actively participate in budget development and management.
- Conduct rounding with managers and complete walk-through inspections (accompanied by manager) at least once annually, at any time a mishap occurs or if any unsafe condition is reported.
- In the absence of the director, coordinate all urgent safety and security decisions with the administrator on call.
- Build and maintain relationships with organizational leaders and external emergency response partners.
- The incumbent will be required to complete and maintain training on OC Spray, Handcuffing, De-Escalation and National Incident Management System.
- All other duties as assigned within the scope and range of job responsibilities.
- Education: Bachelor Degree
- Credential(s): Basic Life Support Driver License & Driving Record Required. Must be 21 for insurance carrier. IAHSS Supervisor Certification within 6 months of hire, if not held.
- Experience: Required: Three (3) years of law enforcement experience or security experience, to include one (1) year progressive supervisory/management experience.
- Education: Bachelor's degree in criminal justice
- Credential(s): Advanced Cardiovascular Life Support Commissioned Constable Certified Healthcare Protection Administrator Or similar certification such as: ASIS CPP, Hazwoper, or NIMS 300.
- Experience: Preferred: Two (2) years or more of progressive supervisory / management experience.
