We provide dry-docking and repair services to commercial and government vessels, including tugboats, ferries, Coast Guard cutters, cruise ships, pilot boats, yachts, and marine vessels of all kinds. The Environmental, Safety & Health Manager is responsible for developing, implementing and monitoring company safety and environmental programs and policies to ensure regulatory compliance at the local, state and federal level and to provide a safe and environmentally sound workplace. Duties for the position include, but are not limited to: Worksite Safety Work with Project Managers to develop an effective Project Safety Plan for each project. Identify safety risks and determine effective means of abatement. Ensure that required personnel training, PPE’s, equipment and procedures are included in the Plan, and that it conforms to Federal and State OSHA regulations and Bay Ship policy. Monitor each project to ensure that it is set up and managed in accordance with the Project Safety Plan, Federal and State OSHA regulations and Bay Ship policy. Inspect worksites (including workshops) as frequently as necessary to adequately monitor compliance. Advise the appropriate production supervisor of non-compliant or hazardous conditions, provide support and maintain vigilance as necessary to ensure that corrections are accomplished as required. Manage Confined Space and Shipyard Competent Person programs to ensure that all confined space inspection and entry is conducted in accordance with Federal and State OSHA regulations and Bay Ship policy. Equipment Safety Ensure that equipment on all worksites and in the shops is safe and compliant with Federal and State Occupational Safety and Health regulations. Monitor equipment maintained by Production Support, the Drydock and the Maintenance departments; to ensure safe and proper working conditions of all equipment, including but limited to: Cranes, man-lifts and forklifts Gear and Equipment for Rigging Drydock Lighting (critical for Swing Shift) Drydock Wingwall catwalks stanchions and Life Rings Provides guidance in the use and safe operating condition of safety-related equipment not normally controlled by Production Support, the Drydock or Maintenance departments, including but not limited to: Scaffold equipment and Ladders Gangways Life Vests Safety Harnesses (PFAS) Ensure that all company property and worksites are adequately protected from the threat of fire. Manage the placement and routine servicing of fire extinguishers on company property and worksites. Safety Training Ensure that all Bay Ship production employees are qualified, in compliance with OSHA and company policy, for the work they are expected to perform. Ensure that all qualifications shown in the Safety Qualification Report (SQR) correspond to the work being performed. Support the company Safety Training Program, work with the Workforce Management Group to accomplish timely, cost-effective training as required by OSHA and Bay Ship policy. Safety Regulatory Compliance Represent the company with regulatory agencies, i.e., Federal and State OSHA. Accompany inspectors on tours of company property and worksites. Respond as required to any notice of violations and ensure that appropriate corrective action is taken. Develop and implement Occupational Safety and Health procedures to meet government and company objectives and to provide optimum safety risk management for the company. Ensure that company policy is continuously in conformance with Federal and State Occupational Safety and Health regulations. Maintains expertise in OSHA, Cal/OSHA, Coast Guard, and all other applicable regulations Injury Management Ensure a First Aid Program is in place that supports the needs of production and that there are enough trained first responders to provide adequate response in the event of a workplace injury or illness. Periodically reviews injury logs and workers’ compensation loss runs to identify trends and specific problem areas in need of special attention and collaborate with Project Managers to ensure proper corrective action and maintain cost. Provide the Workforce Manager with all data needed in support of Workers Compensation claim processing. Ensure that first aid supplies are maintained in a secure manner and manage inventory levels so that the proper materials are available when needed Environmental Management Develop and implement environmental procedures to meet government and company objectives and to provide optimum environmental risk management for the company. Provide training to the workforce and management as necessary to implement procedures. Inspect worksites routinely to monitor and ensure compliance with all procedures and government regulations. Advise the appropriate production supervisors of non-compliant conditions, provide support and maintain vigilance as necessary to ensure that corrections are accomplished as required. Provide necessary oversight over critical environmental procedures, including OWLT’s and sandblast and spray paint containment. Manage the facility’s Oil Spill Response Plan; conduct required drills and maintain required records Maintain all company environmental records and logs as required by law and company policy. Monitor and ensure record keeping and report submittal with other departments (dry dock, paint dept, etc.). Submit all environmental permit documentation, reports and tax documents as required by law. Oversee hazardous waste disposal, including vendor approval, scheduling, record keeping, manifests, insurance certificates, storage area inspection, invoice approval and disposal rate negotiation. Represent the company with regulatory agencies, e.g., US Coast Guard, California Fish and Game, USEPA etc. Accompany regulators on worksite inspections and represent the company in negotiations, policy changes, etc. Stay current on environmental regulations and proposed regulations. Provide environmental expertise and technical support to management as needed. Facility Security Ensure that the company security systems are adequate to reasonably protect offices, shops and equipment from unauthorized intrusion, theft and vandalism. Investigate and report on security related incidents, initiate the involvement of law enforcement agencies as required. Support the Office Manager by monitoring the performance of the security officer service. Ensure compliance with MTSA and other related regulatory requirements. Minimum Qualifications: BS in Environmental Science with a minor in Marine Chemistry. License or registered in environmental management, certified safety professional, with a valid TWIC Card. Environmental management experience for an industrial and/or marine company. 10 years of environmental and safety compliance.
