The Emergency Management Specialist I is responsible for assisting with the development and coordination of a variety of emergency management plans, including Mitigation Plans, Comprehensive Emergency Management Plans, Continuity of Operations Plans, and others. This position also coordinates all aspects of the County's emergency preparedness, emergency management mitigation planning, mitigation activities, flood plain mitigation, mitigation grant management, and preparedness programs. The Incumbent leads and instructs courses in the Incident Command System and the Federal Emergency Management Administration. Incumbents are cross-trained and can serve in all functional areas related to disaster operations. On a rotating basis, employee may serve as a Duty Officer and perform assigned functions in the EOC during an emergency. Daily work is performed under direction of the Chief of Emergency Services or as assigned.

Essential Functions And Responsibilities

  • Assists with the planning, development, and coordination natural and man-made disaster preparedness, recovery, and mitigation plans for local governments which include conducting research, holding committee seats, scheduling meetings, coordinating input from various sources, and assembling all regulatory and compliance documents into final form.
  • Assists with the maintenance of the county's all-hazards Comprehensive Emergency Management Plan.
  • Assists with the development, implementation, coordination, maintenance, and monitoring of program plans; ensures relevant Standard Operating Procedures (SOPs) are current and writes additional SOPs as needed to ensure proper program operations are maintained.
  • Communicates hazard analysis and mitigation planning and may review and make recommendations to Bay County's Local Mitigation Strategy Plan.
  • Assists with the Continuity of Operations / Continuity of Government Planning and may aid Bay partner agencies and cities with mitigation and COOP Plan Development.
  • Supports Bay County's Exercise and Evaluation Program (HSEEP), National Incident Management System (NIMS) Training & Compliance, Employee Emergency Training, and Bay County Exercises and Regional Exercise Coordination.
  • Assists with the preparations for grant program documentation, monitors compliance with grants and expenditures, prepares periodic grant financial progress reports, and assists local agencies with grant preparation and monitoring.
  • Assists the Chief of Emergency Services in coordinating disaster response or crisis management activities, such as ordering evacuations, opening public shelters, and implementing special needs plans and programs.
  • Assists in training and exercising County and Partner Agencies and Cities Mitigation and Recovery Plans, which may include assisting in Citizen Preparedness Education, Emergency Public Information and Warning, Community and Spontaneous Volunteer training.
  • Facilitates FEMA training and may instruct courses as needed.
  • Assesses emergency preparedness and availability of appropriate technologies for emergency response.
  • Operates two-way radios, weather radios, computers, and other technologies needed for effective and efficient emergency communications.
  • Performs after-action reviews of significant events.
  • Updates and maintains contact information for individuals and supplies needed for emergency operations.
  • Performs driving, towing, set-up, or tear-down of certain vehicles and equipment such as mobile command center, light towers, generators, cargo trailers, etc., as needed.
  • The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.
  • Performs other related duties as assigned.

Minimum Qualifications

  • Bachelors’ degree with a major in emergency management, business, public administration, management science, or urban/regional/community planning.
  • One (1) year of professional experience in the field of emergency management disaster management/emergency preparedness or a similar position.
  • A comparable amount of training and/or experience in the field of emergency management may be substituted for minimum qualifications.

Licenses and/or Certifications

  • Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
  • Must possess and maintain the following training certifications:
    • FEMA Professional Development Series Certificate.
    • IS 100 Introduction to the Incident Command System.
    • IS 200 Incident Command System for Single Resources and Initial Action Incidents.
    • IS 700 Introduction to the National Incident Management System.
    • IS 800 Introduction to the National Response Framework.
  • The following training certifications are preferred:
    • ICS 300 – Intermediate Incident Command System must be obtained and maintained within six (6) months of hire as a condition of employment.
    • ICS 400 – Advanced Incident Command System must be obtained within one (1) year of hire as a condition of employment.
  • Florida Associate Emergency Manager (FAEM) certification must be obtained and maintained within eighteen (18) months of hire as a condition of employment.
Knowledge, Abilities And Skills

  • Knowledge regarding emergency preparedness programs and operations plans, as well as professional standards for the emergency management industry.
  • Knowledge of planning concepts of Comprehensive Emergency Management Plans (CEMP), Local Mitigation Strategy Comprehensive Planning Guide (CPG) 101, and Emergency Support Function plans and annexes.
  • Knowledge of mapping data to produce mitigation, response, and recovery operation plans.
  • Knowledge of the National Incident Management System (NIMS), emergency preparedness, response practices and protocols, continuity of operations (COOP), and continuity of government (COG) practices.
  • Knowledge of the objectives of emergency management functions, with thorough understanding of service needs applicable to a demographically diverse community.
  • Knowledge of project management and organizational skills.
  • Proficient in MS Word, Excel, and Outlook.
  • Ability to establish and maintain effective relationships and collaboration with internal and external partners.
  • Ability to work on numerous projects within the same time frame and complete them within guidelines.
  • Ability to efficiently perform duties under varying, and possibly emergency conditions.
  • Ability to remain calm under extreme emergency work situations.
  • Ability to have excellent oral and written communication skills.
  • Ability to work and maintain reliable full-time attendance.
  • Ability to comprehend, speak, and read the English language.
  • Ability to have and maintain good interpersonal and communication skills to deal with the public.

Physical Requirements/Environmental Conditions

Work is primarily performed indoors but requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.

This position requires some exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, etc.). This position may require the use of Personal Protective Equipment (PPE) and may include completing and successfully passing medical evaluations or clearances.

This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions. This position may require frequent lifting and carrying of 25-50lbs, and occasionally up to 100 lbs.

Special Requirements

  • May deploy to austere conditions to assist with natural disasters.
  • Provides response that may require work late nights, early mornings, and on the weekends.

Work Location

Remote Eligible -This position is assigned to a county worksite. However, in the sole discretion of Bay County BOCC, this position may be eligible for telework within the State of Florida.
