This is a highly responsible administrative, supervisory and technical position assisting the director in the operations of the Utility Services Department, which is comprised of the Water Treatment and Wastewater Divisions.  Duties to include direction and coordination of the technical and administrative staff supporting the operation and maintenance of the Utility Services Department Divisions. Work involves assisting in planning, fiscal management, organization, and coordination of major activities within these two divisions.  Work is performed under the administrative direction of the Utility Services Director and reviewed through conferences and reports.
  • Provides oversight and general direction to the Water System and Wastewater Divisions Managers and/or Superintendents.
  • Assists in managing the operation and maintenance of all County operated Utility functions and/or divisions.
  • Plans, directs, and evaluates the work of subordinates.
  • Assists in evaluating the short and long-range needs of the community regarding the services provided by the Water Treatment and Wastewater Divisions, defining new or upgraded facilities necessary to accommodate these needs.
  • Assists in the development and implementation of new policies, strategic objectives, and department goals.
  • Reviews designs and construction plans prepared by consulting engineers.
  • Evaluates the fiscal needs of each division and develops rate structures or other financial plans to accomplish the goals of the department and plans to meet those needs.
  • Evaluates the fiscal requirements necessary to attain the above goals and prepare a financial strategy to generate adequate revenues.
  • Identifies sources of grant funding or low interest loans (e.g. State Revolving Fund) for major projects and prepares appropriate applications for these funding sources.
  • Makes technical evaluations and provides comments on facility plans and/or equipment proposed for the divisions.
  • Reviews plans, specifications, and other technical information provided by consulting engineers.
  • Assists in managing all aspects of project management, including planning, design, and construction.
  • Prepares budget estimates of receipts and expenditures.
  • Serves as liaison while collaborating with internal and external customers, include external agencies, elected officials, and the public.
  • The employer may add to or change duties at any time, as determined by the County and its leaders, to best ensure that the public is served through the work of the Department.
  • Performs other related duties as assigned.
  • Bachelor's degree from an accredited college or university in civil engineering, environmental engineering or a closely related area; AND  
  • Eight (8) years’ experience in the operation and maintenance of water and wastewater systems, of comparable size, which includes a minimum of five (5) years in a responsible supervisory capacity.   
  • A comparable amount of training and/or experience may be substituted for the minimum qualifications. 
 Licenses and/or Certifications
Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
  • Knowledge of the principles, standard methods, and practices as applied to the operation and maintenance of potable water treatment and supply, wastewater collection and treatment systems, and laboratories.
  • Knowledge of the principles, practices, and procedures of public and business administration as applied to a large organization.
  • Knowledge of organizational and accounting principles, practices, and procedures as applied in a large fiscal operation.
  • Proficient in MS Word, Excel, and Outlook.
  • Knowledge of project management and organizational skills.
  • Ability to have excellent oral and written communication skills.
  • Ability to work and maintain reliable full-time attendance.
  • Ability to comprehend, speak, and read the English language.
  • Ability to have and maintain good interpersonal and communication skills to deal with the public.
  • Ability to technically evaluate plans and designs of physical facilities relating to potable water and wastewater systems.
  • Ability to plan, supervise and coordinate technical and administrative programs.
  • Ability to plan and direct the work of a large staff of professional employees and maintain effective working relationships with staff, other departments, and the public.
  • Ability to communicate effectively, both orally and in writing, and make community and professional presentations.

Physical Requirements/Environmental Conditions
Work is primarily performed indoors but requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, etc.) or irate customers, extreme noise, odors, heights and/or dust.

This is primarily office work requiring limited physical effort. This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions. Frequent lifting of 10 to 15 pounds; occasional lifting of up to 25 pounds, and may require lifting up to 50 lbs.

Work Location
Remote Eligible -This position is assigned to a county worksite. However, in the sole discretion of Bay County BOCC, this position may be eligible for telework within the State of Florida.


Salary : $83,866 - $157,643
